CHIEF OF PARTY

Development Aid from People to People (DAPP) is inviting suitably qualified and experienced candidates for the position of Chief of Party for the Zambia Families (ZAMFAM) South Central Project, which is funded by the United States Agency for International Development (USAID) and PEPFAR.

The overall goal of the ZAMFAM project is to improve the care and resilience of vulnerable children in the Southern and Central Provinces of Zambia, supporting, protecting and strengthening the capacity of children, families and communities. The project works in Central and Southern Provinces directly supporting 125,000 vulnerable children and their families.

The Position is based in Kabwe at the Project Management Unit (PMU).

This 5-year project will come to an end in December 2020.

 Overall tasks and responsibilities:

  • Provide leadership, management and direction to ensure the strategic, programmatic, technical and financial integrity of the project.
  • Supervise and build capacity of a team of highly qualified staff including 2 Provincial Deputies (DCOPs), M&E Specialist, Finance and Operations Director, and Community Mobilisation Specialist, 11 district coordinators, 75 Project Leaders, 204 Community Mobilizers (field staff), 18 Data Clerks and 10 Accounts clerks.
  • Coordinating with key partners including other USAID funded project and government line department and linking with government established community structures such as CWACs and CHWs.
  • Lead the close out procedure of the project.

Essential Job Functions include but are not limited to

1. Program Managementand implementation

  • Manages all operations related to the program according to the work plan, program document and implementation strategy.
  • Troubleshoots, as needed, to prevent disruptions in daily program activities.
  • Manages and motivates a dynamic, informed, skilled and efficient program team.
  • Provides overall supervision for the implementation of all program activities ensuring the program goals are met both in quantity and quality.
  • Works with the team to ensure that activities and results are monitored and evaluated in regard to effectiveness, efficiency and impact of the program’s components, and makes appropriate recommendations for improvement.
  • Oversees the implementation of activities and achievement of goals by Sub-awardees.
  • Supports a smooth close-out of activities as the project comes to an end.

2. Oversight of Design, Monitoring, Evaluation and Reporting

  • Works with the M&E team to ensure that the M&E systems of individual indicators are of high quality, providing regular impact and process data and that data collected meet the required standard.
  • Shares results, findings, lessons learned internally as well as externally
  • Leads the reporting process to USAID and other partners.

3. Oversight of Finance

  • Monitors and manages the budget and financing expenses ensuring that they are within the framework of regulations and procedures, for both the USAID and DAPP. Keeps oversight to ensure that the project gets the most value for money spent.
  • Assures safety and security of all program staff and assets.

4. Representation and Diplomacy

  • Coordinates with the Line Ministries and other key partners and stakeholders at national level, as well as with communities and local leadership in the operation areas.
  • Communicates to the Partners in agreement with the DAPP Director of Programmes and the Managing Director.

Qualifications and Experience

  • Master’s degree in business management/ leadership, social sciences, public health or related field;
  • At least 7 years of experience in successfully managing large, complex HIV care and support project(s);
  • At least 5 years of supervision experience;
  • Demonstrated strong leadership, communication and interpersonal skills;
  • Demonstrated experience working with Government of Zambia authorities as well as other partners and stakeholders;
  • Knowledge of and experience implementing USG rules and regulations related to USAID grant management, sub-contracting and reporting requirements;
  • Experience managing teams and building partnerships;
  • Candidates who are available to start immediately have an added advantage
