CALL FOR EXPRESSIONS OF INTEREST:

REVIEW AND DEVELOP SIMPLIFIED INFORMATION, EDUCATION AND COMMUNICATION MATERIALS ON WOMEN AND CHILDREN’S RIGHTS IN ZAMBIA

Background

Women and children in Zambia continue to suffer many forms of abuse including Gender Based Violence. According to the Zambia Demographic and Health Survey (ZDHS) 2013/2014, 43% of women aged 15-49 report ever having experienced physical violence at-least once since the age 15, while 47% of ever married women of age 15.49 report ever having experienced physical, sexual and or emotional violence from their current or most recent husband or partner. Statistics from the Zambia Police Victim Support Unit also show that women and girls are the major victims of gender-based violence. Further, Zambia has a dual legal system which applies customary law along statutory law. Customary law is applied in matters of personal such as marriage, divorce and inheritance. It is in the area of customary law where women and children are discriminated upon as a result of harmful traditional practices; and socialisation which promotes dominant masculinities. With regard to poverty, statistics show that extreme poverty is higher among female headed households (60.4%) than male headed households (57.1%) . Poverty also disproportionately affects women; in terms of access to health services exposure to vulnerabilities and other deprivations. Women have inadequate access to economic, social and political opportunities and affects their participation in developmental processes.

In response to the above challenge, Zambia has adopted progressive measures through its policy and legal reforms as well as administrative strategies which are aimed at reducing gender inequalities and addressing discrimination. These include most recently, the Constitution (Amendment) Act No. 2 of 2016; the Gender Equity and Equality Act No.22 of 2015 and the Anti-Gender-Based Violence Act No. 1 of 2011. However, gaps exist amongst the general citizenry in knowledge and awareness about women and children’s rights.

In response to the above challenge, NLACW has developed various IEC materials which include simplified booklets, posters and brochures on various laws; and human rights instruments which Zambia has ratified that protect women and children’s rights. The information is used by NLACW staff in the engagement of communities (including the rights holders), to empower them with knowledge and information on women and children’s rights.

Objective (s) of the Assignment

The objective of the assignment is to revise the existing booklets which have been developed by NLACW on various laws and human rights that protect women and children’s rights, to simplify them in order to be understood by ordinary people who are non-lawyers and to make the topics for children age appropriate. The materials should also be revised to ensure that the content takes into consideration new developments or amendments to the law.

The revision and simplification of IEC materials is important because they will help NLACW staff to conduct effective legal and human rights awareness, among the various stakeholders.

Scope of the Work

The Consultant will be expected to carry out the following tasks:

1. Review the existing booklets, posters and brochures on women and children’s rights

2. Simplify the booklets, posters and brochures that will be used by NLACW staff to disseminate information, education and communication on women and children’s rights.

3. Develop layout, format scripts and design the material for printing (booklets, brochures and posters).

Expected Deliverables

The Consultant is expected to provide the following outputs;

1. Inception Report:

Outlining in detail the work to be undertaken including methodology, implementation plan and timelines. It should include a narrative of the consultant’s understanding of the scope and intended goals of the training materials.

2. Submission of the IEC materials in readiness for printing.

3. The Consultant will deliver Progress Reports on the work to be undertaken as will be agreed during the inception meeting.

Note: All the IEC material should be simplified with key messages and should be approved by NLACW

Evaluation criteria

1. Proposals will be evaluated on the basis of;

Qualification requirements

  • Track record of atleast five (5) years of expertise in the development of communication strategy, disseminating and communications material
  • Post graduate or equivalent degree in law or social sciences, or relevant discipline
  • work experience in gender and law
  • Excellent presentation and workshop facilitation skills
  • Good analytical writing and documentation skills
  • Strong interpersonal skills and tact to effectively communicate with all concerned stakeholders and professionals from diverse cultural and professional backgrounds.
