Background: 

John Snow Health Zambia (JSH) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to support the MOH in increasing the use of health services, reduce disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. The ESCMIS project supports the MOH in the continued rollout of eLMIS, provision of technical support and capacity building to achieve the much desired supply chain digitalization.

Position Description:

JSH seeks a dynamic and highly experienced candidate for the position of Data Analyst to be based in Lusaka, Zambia. The Data Analyst will be the key technical liaison with MOH and all project stakeholders on data analytics, interpretation and presentation. The Data Analyst will report to the Director, Data Analysis and Transition and help in achievement of project goals and objectives.

Roles and Responsibilities:

  1. Identify, define and recommend innovative ways to extract and analyze data using statistical methods to generate useful reports for operational and strategic requirements
  2. Work with technical teams and MOH to identify and define specific data needs and regularly update the prioritized list of data analysis needs.
  3. Work closely with the MIS team to turn data analytics requests into software enhancements.
  4. Work with the MIS team to test data analytics enhancements in the eLMIS and associated visualization platforms.
  5. Work with technical teams to regularly develop and implement innovative methods for data presentation and dissemination for specific target audiences.
  6. Provide technical input and respond to ad hoc requests for data, analysis, presentation and dissemination.
  7. Participate in testing data integration across various supply chain and HIS systems design.
  8. Participate in development of data models for enhancement of supply chain performance including depict trends, make forecasts and extract information for supply chain performance decision making.
  9. Use data to identify successes and challenges of the supply chain.
  10. Mentor eSCMIS project staff in data analysis by conducting periodic technical sessions on use of statistical software.
  11. Support eLMIS transition by building MOH and MSL staffs’ analytics capacity through regular joint data analysis meetings.
  12. Work closely with IMPACT teams to build skills in data analytics to help make supply chain decisions and changes based on the data analysis.
  13. Implement and adhere to JSH’s personnel and fraud management policies.
  14. Any other tasks as may be assigned by the Director, Data Analytics and Transition or other senior staff.

Job skills and requirements

  1. Bachelor’s degree in statistics, Data science, Biostatistics, computer science, MIS, mathematics or equivalent.
  2. A minimum of 3 – 5 years of experience in generating and analyzing data; experience working with Data analytics and visualization tools like Powerbase, Tableau, ability to generate reports and dashboards, etc.
  3. Practical experience with different statistical and analytical software packages.
  4. Ability to independently solve problems and meet strict deadlines for all assigned priorities.
  5. Ability to write and clearly present complex findings, both written and orally, to target audiences of varying levels of expertise.
  6. Database software proficiency i.e. Microsoft Excel, SQL Databases, Microsoft Access; ETL, SSAS and SSIS experience.
  7. Deep understanding of security as it pertains to data access, scope, and distribution of reports and dashboards.
  8. This position has crosscutting roles and strong initiative and self-motivation with a commitment to teamwork are key requirements.
  9. Ability to travel for extended periods in country to support technical activities is important.

Supervision and Reporting:

The Data Analyst will work under the guidance and supervision of the Director, Data Analytics and Transition with close collaboration and guidance from M&E and MIS Departments to support development and implementation of desired solutions.
