Reproductive, Maternal, Newborn, Child Adolescent Health & Nutrition (RMINCAH/N) Project

Background

ChildFund Zambia is an International Non-Profit Development Agency established in 1983, and has invested in programs aiming at realizing long-term, sustainable change for children and youth through improvements in health, HIV and AIDS, nutrition, education, micro-enterprise, early childhood development (ECD) and livelihood care and support. ChildFund Zambia supports 620,000 children, youth and caregivers in 32 communities in Central, Copperbelt, Eastern (Nyimba) Provinces and Lusaka. In collaboration with six local partners, our integrated approach combines community mobilization through training of community-based distributors (CBDs) on Family Planning services and products; health center referral systems, awareness campaigns and close monitoring of program impacts. To produce lasting changes in behavior, ChildFund works with men, women and youth to increase partner communication and sustainable demand for Family Planning. To ensure sustainability and local ownership, ChildFund programs have established a collaborative relationship with the MOH and regularly include MOH staff in training and supervision. As a result of ChildFund Zambia programming, community members are now better informed about Family Planning and reproductive health services and government collaborators are building on current activities to ensure country-owned service provision

ChildFund Zambia is prepositioning itself for a USAID opportunity which will be implemented in eight provinces (Luapula, Muchinga, Eastern, Northern, North-Western, Central, Western, and Copperbelt). This Community-Based Service Delivery and Engagement RMNCAH&N project and at the national level to ensure increased use of high-quality community-based service delivery, supported by strengthened demand and community engagement. The Chief of party (COP) will be based in Lusaka, with travel to the eight project provinces (Luapula, Muchinga, Eastern, Northern, North-Western, Central, Western, and Copperbelt) and target districts as needed.

Job Summary

ChildFund is seeking a Health Technical Specialist for a 5 year, USAID-funded RMNCAH-N Project in Zambia.

The Technical Specialist will ensure a solid programmatic base for integrating health and nutrition interventions at health facility and community-based level focusing on service delivery of reproductive, maternal, newborn, adolescent, child health and nutrition services. This position will provide technical direction in the design, management, implementation and overall quality assurance of the project. The Technical Specialist will provide technical assistance on delivering best practices on newborn, child and reproductive health care in selected fixed health facilities and community level for both quality health and nutrition services. This role will collaborate with the Ministry of Health and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The Technical Lead will oversee a team of program managers and support staff, prepare reports and annual operating plans. The project must be designed to align closely with the current objectives of the Government of Zambia so that activities are complementary and create sustainability.

The essential qualifications are:

General:

  • Master’s degree in Accounting, Finance, or Business Administration.
  • Bachelor’s degree may be considered with 5 years’ experience in grant’s Accounting
  • Minimum of 3 years’ experience in managing USAID or USG programs.

Specific:

  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments is important
  • Demonstrated experience and knowledge of capacity development
  • Experience managing and directing a team
  • Sound knowledge of USAID rules and regulations (procurement, financial, contracts and grants).
  • Ability to articulate ideas clearly, communicate effectively, and have a strong writing ability in English.

Contract Type: Fixed term contracts

Contract Duration: 2 years, with possibility of extension to 5 years dependent on performance
