Development Bank of Zambia

The Development Bank of Zambia (‘The Bank”) is a development finance institution established by section 3 of the Development Bank of Zambia Act, Chapter 363 of the Laws of Zambia. Its mandate is to make investments, including short. medium- and long-term loans and provide technical support services with the overarching purpose of promoting economic development in Zambia. It is regulated by the Bank of Zambia.

The Bank is looking for a suitably qualified person to fill the position of Human Resource Officer on 3-year performance-based contract.

1. JOB SUMMARY

The Human Resource Officer effectively supports the Bank business through the implementation of best practice policies in resourcing and planning, development and retention of the Bank’s human resource, working in accordance with the relevant regulations.

2. MAIN RESPONSIBILITIES AND DUTIES

Resourcing

  • Ensure that all recruitment activities in the Bank are correctly requisitioned and prior approval given
  • Assists the Head Human Resource in coordinating recruitment and selection while employing best practice and providing professional advice on recruitment practices to Line Managers
  • Arranges for and attends selection interviews as appropriate
  • Prepares Induction Packs for all new recruits and ensures that new recruits forms are completed timeously and accurately
  • Assists the Human Resource (HR) team with proper administration of new recruits and staff movements, i.e. prepare interview packs for the Human Resource (HR) panel, schedule interviews and any other administration related to the recruitment process e.g. regret letters, employment contracts, etc.
  • Ensures that all recruited employees are subjected to a reference check, medical examination and that their confirmation letters are timely prepared

Human Resource Planning

  • Assists the Head HR in assessing the demand and supply for manpower in the Bank.
  • Assists in preparation of HR systems for the Bank
  • Generates manpower statistics and reports
  • Assists in generation and moderation of role profiles throughout the Bank as well as keeping records of all role profiles
  • Assists in undertaking job evaluation.

Performance Management

  • Ensure all staff have signed performance contracts for the performance year.
  • Ensure all Performance Management results are collated annually, and records kept on file and HR system.

Talent Management

  • Responsible for collating Training Needs information in conjunction with business units/departments
  • Assist in coordinating and maintaining training records in DBZ
  • Co-ordinates training best practices
  • Provides input to succession planning process regarding high potential candidates

Conducts Exit interviews

  • Identifies poor performers and facilitates the performance management discussions
  • Adhoc assignments and involvement in various projects as assigned from time to time.
  • Providing cover for HR Staff at various forums and meetings.

Human Resource Information Systems

  • Maintain up to date HR records, related databases, archives and update where necessary

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Public Administration or Human Resource Management or related Degree.
  • 5 years relevant experience in an HR Environment. Understanding of Labour Laws, Computer literate in Excel and Word essential.
  • Member of the Zambia Institute of Human Resource Management (ZIHRM)
