Reporting lines

Under the guidance of the ILO Country Office Director for Zambia, Malawi and Mozambique and direct supervision of the Chief Technical Advisor, the National Project Coordinator (NPC) will contribute to the implementation of the project as outlined in the project document and project work plan. The overall technical guidance for the project will be under the responsibility of the ILO Fundamentals Branch in the Governance Department. ILO’s Decent Work Team for Southern and Eastern Africa located in Pretoria, South Africa and relevant technical departments at ILO HQ will provide technical support to the project.

Description of Duties

  1. Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
  2. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  3. Organize seminars , workshops and participate in relevant training and awareness creation exercises among the policy markers , programme/project managers and other technical staff of ILO`s implementing partners ;
  4. Provide necessary technical support to and build capacities of Government officials, workers and employers organizations in line with the project`s objectives ;
  5. Support resource mobilisation initiatives through the drafting of concepts notes and working documents, and liaising with potential donors based in the country based andn other development partners ;
  6. Work with the project partners to increase the project `s visibility and facilitate the scaling up of the project interventions ;
  7. Promote ILO policies regarding FPRW and relevant International Labour Standards ;
  8. Develop and maintain strong links and ensure regular information flow on project implement status with the sister project in Tanzania , with the CTA , ILO Fundamentals, ILO Decent Work Team in Pretoria and other relevant ILO Offices and departments ;
  9. Prepare budget estimates and expenditure forecasts by analyzing and monitoring resource requirements and expenditures patterns, and making recommendations to project management for remedial action as necessary ;
  10. Contribute to the drafting of periodic and ad hoc reports on the status of project planning and implementation and the ILO technical assistance interventions.
  11. Review and analyse country specific development plans and priorities, socio- economic data, reports and other relevant information related to the project ; and contribute creative ideas for programme/project development ;
  12. Perform any other relevant duties as requested by the Chief Technical Advisor.

Required qualifications

Education

First level university degree in Economics, Social Sciences, Development studies or related field and strong knowledge on development issues particularly in Zambia. An advanced degree would be an advantage.

Experience

At least three years of experience in Child labour, labour law and/or human rights, employment, rural and informal economy , project management , administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

  • Good knowledge about social, economic development, including labor and employment, trends in  the Zambia
  • Ability to maintain good working relationships with all project stakeholders.
  • Proven ability to manage teams including personnel management and remote capacity project management proved (project planning and management of financial and monitoring procedures).
  • Ability to establish and maintain systems within project operations.
  • Demonstrated ability to manage technical co-operation projects of international organizations.
  • Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
  • Ability to conduct action oriented research and write analytical technical report in English.
  • Ability to write reports on the organization`s strategy in the field of Child Labour protection and employment generated by employment – intensive investment or for the implementation of the project
  • Ability to conduct policy discussion and high-level political processes.
  • Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.
  • Clear commitment to mainstream gender into project activities.
  • Ability to lead and work in a team and good interpersonal relations.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with a minimum of supervision.

Assessed candidates who will be considered as appointable but not selected  for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
