Right to Care Zambia has been awarded a five (5) year project funded by the USAID through the PEPFAR mechanism. The Maintained Epidemic Control of HIV (MECH) Project aims to reduce HIV mortality, morbidity and transmission by achieving the UNAIDS and PEPFAR goal of 95/95/95 HIV treatment coverage by providing comprehensive HIV Prevention, Care and Treatment maintenance services in Luapula, Northern and Muchinga provinces of Zambia. The MECH project will work closely with and in support of the Ministry of Health.

QUALIFICATIONS AND EXPERIENCE

Minimum Required Qualifications and Experience:

  • ACCA Part III/CIMA Part III
  • Relevant VIP or Sage People 300 certification.
  • A Minimum of 5 years payroll related work experience.
  • 3 years of experience managing international payrolls for big projects with a staff compliment of 500 plus
  • Paid up Member of the ZICA

Desirable Qualifications and Experience:

  • Full ACCA, CA (ZA), CIMA or Bachelor’s degree in Accounting
  • 3-5 Years’ experience in donor funded projects
  • 8 years of payroll related work experience.

TECHNICAL AND BEHAVIOURAL COMPETENCIES

  • Proficiency in Microsoft Word and Excel
  • Computer literate
  • Knowledgeable in Microsoft Office Suite
  • Good communication skills
  • Good interpersonal skills
  • Ability to work in a team
  • Self-starter with proactive work ethic

KEY PERFORMANCE AREAS

  • Manage and supervise duties of subordinates to ensure optimal utilisation and efficiencies, which includes amongst others: Input of new and temporary employees, transfers, promotions, terminations, and other payroll-related changes to ensure the timely and accurate payment of all employees.
  • Check for discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and adherence to policies & procedures prior to payroll close off.
  • Coach and develop subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
  • Promote harmony, teamwork, sharing of information and maintenance related legislations
  • Manage Pension and group life reconciliations and payments
  • Compile 3rd Party reconciliation and ensure the same is submitted to the respective service provider as and when required
  • Assist subordinates with running reports when checking payroll input
  • Ensure annual reports where needed for PAYE, WHT, NAPSA are submitted within specific deadlines
  • Oversee the upload & release of salaries and 3rd parties on the banking platform and specific reports are saved accordingly
  • Administer upkeep of General Ledger and assist subordinates with queries.
  • Compile and submit relevant management / HR reports.
  • Assist and finalise budget preparation information as and when required.
  • Payroll system setup and management as and when required both legislatively and operationally.
  • Partners with HR & Finance in aligning and implementing a sophisticated payroll system.
  • Provide customer service to internal customers and effectively manage 3rd party relationships.
  • Responds to written and verbal queries for the purpose of providing information and/or direction.
  • Handling & resolving of queries in adherence to payroll SOP and ensure final feedback is provided to relevant stakeholder.
  • Provide customer support to both HR and the business concerning all employee benefits.
  • Supervise Medical Aid Administration by ensuring that all medical aid related documentation & communication is provided as and when required.
  • Review reconciliations and submissions of all payroll related third parties
  • Review leave and pay out to ensure accurate balances due to employees
  • Review payment requisitions for all payroll payments e.g.: Third Parties
  • Keep abreast with all HR policies & amendments
  • Keep abreast with relevant legislation that are country specific.
