The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant position published below. The Agency recently launched its three-year strategic plan (2019-2021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase effective collection of revenue on behalf of Government. The vacant position are as follows.

RISK MANAGER – RTSA04 (01 POSITION)

Job Purpose

The Risk Manager will strategize, manage, and continually refine the Agency’s risk environment to improve safeguarding of business processes, assets and other resources and enhance service delivery. This job repore to the Head Internal Audit and is responsible assessing and identifying potential risks that may hinder the reputation, safety, security and financial prosperity of the Agency.

Specific duties and responsibilities

  • Plan, design and implement an overall risk management process for the Agency;
  • Risk assessment, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the business;
  • Risk evaluation, which involves comparing estimated risks with criteria established by the Agency such as costs, legal requirements and Safety factors, and evaluating the Agencys previous handling of risks;
  • Establish and quantify the Agency’s risk appetite’;
  • Prepare risk reports in an appropriate way to all Heads of Departments to ensure they are aware of risks relevant to their parts of business and to individuals to understand their accountability for individual risks;
  • Corporate governance involving external risk reporting to stakeholders;
  • Provide support, education and training to staff to build risk awareness within the organization.

Educational Requirements

  • Bachelors degree in Economics, Finance, Law, Risk or Statistics;
  • Full professional qualification in Risk Management or equivalent;
  • (2) years’ experience in similar position or at least Five (5) years’ experience as a
  • RiskAnalyst; and
  • Membership of either the Zambia Institute of Chartered Accountants or equivalent recognised risk management institute will be an added advantage.

  • Leadership – Set the direction for Agency risk management goals, providing guidance and mentorship to employees, and taking responsibility for overall performance;
  • Organizational – Drive tasks from start to finish and assign responsibilities, keeping track of several processes at once and making sure that deadlines are met;
  • Communication – Must be excellent, well-rounded communicator adept at making presentations and stakeholder facilitating meetings;
  • Excellent written and oral communication skills, executive communication skills;
  • A relentless problem solver seeking innovative ways to improve safety strategies and processes; and
  • Relevant professional affiliation.
