Western Water Supply and Sanitation Company Limited (WWSSCL) regulated by National Water Supply and Sanitation Council (NWASCO), is a commercial utility engaged in the business of providing quality water supply and sanitation services to its customers in the Urban and Peri – Urban areas of Western Province. Western Water Supply and Sanitation Company Limited, an equal opportunity employer, seeks to recruit a highly qualified and experienced individuals to fill the following positions:

 1. TECHNICAL MANAGER

Department: Technical

Reporting to: Managing Director

Location: Head Office – Mongu

Responsibilities

Manage the Technical functions at Western Water Supply and Sanitation Company Limited and

maintain and operate water and sanitation systems, which will support the achievement of the Company’s business objectives.

Statement of Main Duties and Responsibilities:

  • Overall management of operations and maintenance of Water supply and Sanitation systems.
  • Prepares Monthly and Quarterly Management Information Systems and NWASCO Information Systems.
  • Provides technical support to ALL districts.
  • Develops technical strategies on equipment maintenance and water production plans.
  • Develops technical plans and budgets.
  • Ensures plant and equipment average availability at acceptable levels.
  • Ensures utility vehicles and other mobile equipment are available for use throughout the year.
  • Training and ensure development of subordinates.
  • Facilitates visits by maintenance team to all the districts quarterly.
  • Prepares comprehensive and detailed monthly and quarterly reports to the Managing Director.

Qualifications and Experience

  • Full Grade 12 Certificate
  • Degree in Mechanical Engineering, Civil Engineering, Water Engineering or the equivalent.
  • Member of the Engineering Institute of Zambia (EIZ).
  • Minimum of (7) years relevant work experience in the water and sanitation sector.

2. HUMAN RESOURCES AND ADMINISTRATION MANAGER

Responsibilities

Manage the human resource and administration functions of Western Water Supply and Sanitation Company Limited and develop and implement effective human resource strategies, policies, procedures and practices, which will support the achievement of the Company’s business objectives.

Department: Human Resources and Administration

Reporting to: Managing Director

Location: Head Office – Mongu

To manage the human resource and administration functions of Western Water and Sewerage Company and develop and implement effective human resource strategies, policies, procedures and practices which will support the achievement of the Company’s business objectives.

Statement of Main Duties and Responsibilities:

  • Works closely with Senior and Line Managers in developing and implementing value adding human resource strategies, policies, practices and procedures (including recruitment, Compensation, disciplinary, grievance and redundancy policies and procedures).
  • Provides direction in the development and interpretation of the Company’s conditions of employment and service for all categories of staff as well as the rules and regulations governing the same.
  • Co-ordinates, supervises all administrative activities related to the Company’s communication systems, transport, security and cleaning services and attends to queries from user departments.
  • Attends Management, and Tender Committee meetings, and contributes to Company policy formulation.
  • Contributes to the achievement of Western Water Supply and Sanitation Company Limited’s business objectives by planning and ensuring efficient and effective delivery and evaluation training and development programs and provides advice on training and development aimed at improving the competence of Company staff.
  • Spearheads the implementation of the Performance Management System at corporate and departmental level.
  • Implements and monitors Annual Performance Appraisal System that focuses on increasing the effectiveness of the Company by improving, recognizing and rewarding employees’ performance.
  • Prepares comprehensive and detailed monthly and quarterly reports to the Managing Director.
  • Promotes a positive industrial relations atmosphere in the Company and deals with the Union by Communicating and negotiating with them on behalf of Management.
  • Ensures that disciplinary cases and grievances are promptly and consistently processed and disposed-off to uphold the principles of natural justice and impartiality.
  • Agrees, monitors and reviews performance of subordinates to ensure that they meet their  performance objectives.
  • Responsible for equipment, material, financial and human resource for the department.
  • Makes complex decisions which affect the supervised department requiring the jobholder to evaluate complex or technical situations to arrive at the most appropriate decision.
  • Performs any other duties as assigned by the Managing Director from time to time

Qualifications and Experience

  • Full Grade 12 Certificate
  • Degree in Human Resources Management, Public Administration or Industrial Psychology or any other relevant related field from a recognized Institution.
  • Registered member of Zambia Institute of Human Resource Management (ZIHRM).
  • Minimum of  seven (7) years in the field of Human Resource and Administration.

3. SENIOR DISTRICT MANAGER- MONGU

Responsibilities

To plan, coordinate and manage operations at the District involved in the provision of quality water and sanitation services, commercial services including customer relations so as to contribute to service delivery and financial viability of the Company.

Department: Technical Department

Reporting to:  Technical Manager

Location: Mongu District

Statement of Main Duties and Responsibilities:

  • Prepares the monthly work plans according to agreed targets, assigns work and monitors the work activities of subordinates in order to meet the set targets.
  • Prepares detailed narrative, statistical or technical quarterly reports.
  • Ensures through supervision of operations at the District, availability of quality water and sanitation servicers in accordance with Service Level Guarantees (SLG).
  • Implements the Maintenance Management System (MMS) in the District in order to maintain equipment and facilities for maximum production at the minimum costs.
  • Ensures good quality drinking water in accordance to World Health Organization (WHO) standards and good quality effluent discharge through submission of samples from the district for testing
  • Supervises revenue collection in the District in order to meet or exceed set targets.
  • Resolves customer complaints referred to him/her by subordinates.
  • Conducts periodic inspections of all facilities in the District to verify their status.
  • Supervises, trains, coaches and disciplines subordinates.
  • Implements the Performance Management Systems (PMS) in order to improve employee  productivity in the District.
  • Responsible for larger more valuable plant / equipment or machinery.
  • Solves technical financial Human Resource and administrative problems at the District referring more complex ones to Head Office for assistance and resolution.
  • Participates in the Annual Budgeting to ensure that the District operates within the approved  budget.
  • Performs any other duties as assigned by the Supervisor from time to time.

 Qualifications and Experience

  • Full Grade 12 Certificate
  • Degree in Mechanical Engineering, Civil Engineering and Water Engineering
  • Member of the Engineering Institute of Zambia (EIZ).
  • Minimum of five (5) years relevant work experience in the water and sanitation sector.

4. SENIOR PROCUREMENT OFFICER

Responsibilities

To manage the supply chain function by procuring goods and services for WWSC in order to support smooth and efficient operations and service delivery.

Unit: Procurement Unit

Reporting to: Managing Director

Location: Head Office:-Mongu

Main Duties and Responsibilities

  • Receives and scrutinizes purchase requisitions to ensure correctness of specifications and approved by authorized signatories.
  • Maintains and updates regularly the list of suppliers in conformity with Company procedures and guidelines.
  • Sends enquiries to suppliers as per approved suppliers list or the suppliers used before.
  • Raises purchase orders to selected suppliers and makes follow ups with suppliers to collect goods or ensure timely delivery of the same.
  • Makes follow ups with suppliers to ensure compliance to specifications and delivery deadlines as to ensure timely receipt of specified goods and services.
  • Organizes in consultation with the chairperson the monthly management procurement committee meetings and acts as secretary/records proceedings and decisions reached to guide procurement of goods and services for the Company.
  • Prepares bidding documents for formal tenders and manages tender closing and opening, tender evaluations and contract awards to ensure competitive tendering and adherence to Company procedures.
  • Sources for new sources of supply, negotiates with suppliers’ better terms on prices, credit terms and discounts to ensure cost saving.
  • Prepares timely procurement reports in order to facilitate decision making.
  • Implements the Performance Management Systems (PMS) in order to improve employee productivity in the District.
  • Participates in the Annual Budgeting to ensure that the unit operates within an approved Annual Budget.
  • Performs any other duties as assigned by the supervisor from time to time.

Qualifications and Experience

  • Full Grade 12 Certificate
  • Degree in Purchasing and Supply or CIPS Level -6
  • Member of Zambia Institute of Purchasing and Supply (ZIPS).
  • Five (5) years’ experience in purchasing and supply.

Required competencies/Personal qualities.

  • Knowledge of Company tender procedures.
  • Knowledge of the ZPPA Act and its regulations.
  • Good negotiation skills.
  • Good communication skills.
  • High integrity and confidentiality.
  • Dependable.
  • Basic computer skills (Word processing and spreadsheets)

5. SYSTEMS ADMINISTRATOR

Responsibilities

To maintain and safeguard the Company’s Information, Communication and Technology (ICT) systems, hardware software, train users for optimum systems utilization and ensure minimal interruptions to Company operations.

Unit: ICT

Reporting to: Managing Director

Location: Head Office – Mongu

Main Duties and Responsibilities

  • Ensures ICT availability for the institution and develop strategies to improve various ICT needs for the ever  changing company and ICT requirements.
  • Ensures first level support for all ICT challenges in institution and offer ICT solutions
  • Monitors systems integrity to ensure continuous access by user Departments to Company’s ICT systems and network.
  • Downloads and installs security and anti-virus updates and proposes other interventions to the ICT Officer
  • Trains users on new systems and software to ensure optimum utilization of installed software packages.
  • Ensures the Development and recommendation of various ICT solutions in conjunctions with Management.
  • Supports the implementation of newly acquired software by making them accessible to users and puts the required parameters in place.
  • Documents and logs changes to network equipment, computer systems and other equipment .as well as creating, changing and deleting user accounts
  • Performs any other duties assigned by the supervisor from time to time

Qualifications and Experience

  • Full Grade 12 Certificate
  • Degree in Information Communication and Technology or equivalent.
  • Member of the Information and Communications Technology Association of Zambia (ICTAZ).
  • Three (3 years’) of experience in Information, Communication and Technology.

Required competencies and personal attributes:

  • Experience in Web design and maintenance
  • Experience in network administration, including set up, maintenance and trouble shooting
  • Server based and client Microsoft operating systems and applications
  • Good understanding of Open-Source applications and Operating Systems such as Linux
  • Ability to work with little or no supervision.
