KEY RESPONSIBILITIES

  1. Implement, and enforce proper data collection policies and procedures according to the Data collection guideline.
  2. Train and support data collectors, community volunteers (CV), in data collection tools and procedures (with reference to the Data collection tools and protocols)
  3. Conduct supportive supervision during activity implementation to promote adherence to standards and procedures
  4. Inspect data collection tools for completeness at the collection level.
  5. Provide feedback on utilization of data collection tools by users, Community Volunteers (CV).
  6. Ensure the filing of both hard and soft copy documents is according to the filing guidelines.
  7. Storage of copies of data collection tools with ease of access by authorized users
  8. Monitoring utilization of programme resources including funds and equipment
  9. Periodically monitor progress against agreed indicators in the performance Monitoring and Evaluation plan
  10. Document on a regular basis lessons learnt on various project interventions by programme staff
  11. Ensure utilization of PMP by Program Officers
  12. Provide training on basic data aspects to CVs
  13. Ensure data is captured in the database before each Monthly reporting schedule.
  14. Complete monthly indicator summations using the data base and enter the data onto the DHIS2 online system for the district(s).
  15. Troubleshoot data submission errors and data error issues
  16. Perform and document procedures for data management (including data cleaning, standardization and analysis)
  17. Perform quality control procedures such as data validation, completeness, timeliness and reliability.
  18. Endure that Data is backed up on a monthly basis.
  19. Produce monthly updates and reports on the status of reported data.
  20. Participate in the preparation and presentation of data.
  21. Assist in developing means to correct the problems.
  22. Reports to District HIV/AIDS Committee  (Monthly, Quarterly, Semi-Annual and Annual) for the district(s).
  23. Regular Data Quality Assessment (DQA) forms for reported data.
  24. Generate monthly Indicator Summation forms.

KNOWLEDGE AND SKILLS REQUIRED

  • University Degree in social sciences preferred but higher diploma in Demography, Gender Studies, public health, public policy or other related fields.
  • Skills and experience in data collection and data assessment/evaluation
  • Experience working on USAID/PEPFAR funded projects is preferred
  • Proficient in the use of computer applications especially MS Word and Excel
  • Experience working with statistical packages such as SPSS and STATA
  • Have skill in designing Monitoring and Evaluation tools and techniques including expertise in analyzing data using statistical software
  • Have strong knowledge on Action Research
  • Exhibit cultural, gender and age sensitivity
  • Display excellent communication skills (written and oral)
  • Team working and able to work without supervision
