Amref Health Africa in Zambia is inviting suitably qualified applicants for the following job openings of anticipated funding to be based at the Head Office in Lusaka.

Project background

The Centers for Disease Control and Prevention (CDC) funded project is designed to support the stepwise full transition of PEPFAR-supported laboratory systems and services to the Government of the Republic of Zambia (GRZ). The project will provide technical assistance (TA) for further adaptation of the diagnostic system for immediate needs such as outbreaks of novel diseases, additional surveillance system requirements, and new international reporting mechanisms as guided by CDC. By the end of the project period, the project will perform a capacity assessment of GRZ to carry out all the laboratory system functions and a cost assessment to fully understand the costs of sustaining the system.

1. Finance Manager (01) REF/CDC/Finance Manager-12-22.

Main purpose of the job

Amref Health Africa is seeking a qualified Finance Manager to provide leadership in financial management of the anticipated CDC-funded activity titled Transitioning and Integrating Laboratory Services for High-Quality HIV Diagnosis, Care, Treatment, and Monitoring to the Ministry of Health (MOH) to Sustain Achievement of the 95-95-95 Goals in Zambia under PEPFAR.

The role is responsible for providing oversite on project Financial Management. This entails ensuring timely and accurate reporting to management, the Board of Amref Health Africa in Zambia, donors and other stakeholders. The role is responsible for the production of accurate and timely financial information to facilitate the efficient operation of the activities of Amref Health Africa in Zambia, through HQ and the Zambia Country Office. S/he will ensure there is an effective financial management system in place for reporting to Zambia Country Office and that costs are properly allocated.

Duties and Responsibilities

  • Review financial policies, procedures and controls in collaboration with the project Technical Leads and advise the finance officers on improvements to ensure a high level of consistent financial performance across the organization.
  • Ensure that donor requirements, policies and procedures are met across the project as well as the timely preparation of cash top up requests to the project in collaboration with the relevant teams.
  • Assisting in the strengthening of internal controls in the department.
  • Lead in developing, implementing and maintaining good efficient financial systems that are appropriate in a shared service setting.
  • Manage the budgeting, performance and forward planning systems including annual, quarterly and adhoc budgets for project.
  • Ensure timely preparation of financial reports to donors and management at all levels, including Governance, Human Resource Administration, Finance Audit and Risk Committee of Amref Health Africa in Zambia Board explaining the outputs and enabling quality decision making across the organization.
  • Oversee the programme accountants and technical staff to develop and co-ordinate the annual budgets and work plan process in compliance with the organization and donor rules
  • Be well informed on all changes in IFRS & IAS to ensure AHA financial reporting maintains high professional standards and best practices.
  • Provide operational financial support and guidance to the Country Manager, Project Director and line reports in Zambia on budgeting and financial performance.
  • Mentor Programme staff and finance staff on both donor and organizational policies and procedures.
  • Ensure all the statutory requirements and other regulatory affecting Amref Health Africa in Zambia are met accurately and on time.
  • Oversee the production of annual statutory financial statements for the project ensuring it complies with best practices.
  • Ensure Sub grantees (SG’s/SR’s) receivables and payables are continuously reviewed to establish if there is any exposure to the organization then advice.
  • Coordinating the Amref Health Africa in Zambia teams to ensure auditors get all required documentation and clarifications requested and ensure the organization has unqualified opinions.
  • Work allocation and continuously evaluate the performance of the programme accounting team and encourage staff to develop their skills and expertise.
  • Ensure proper books of account are maintained and kept up to date and that the requirements set out in the Finance Manual and the Procurement Manual are followed.
  • Working closely with the Senior Management Accountant, ensure staff and other debtors’ accounts regularly monitored to ensure timely recovery working.
  • Provide financial and accounting services to all Zambia operations and monitor their overall financial performance.

Required Qualifications

Education Requirements

  • Masters in Finance or Accounting/MBA.
  • Professional qualification – CPA, ACCA, ZICA, CA or its equivalent.
  • ·Must be a member of ZICA.

Experience Required

  • At least Eight (8) years’ working experience in a similar environment.
  • At least Four (3) years’ working experience managing US government funded projects.
  • Experience in management of an accounting and finance function in an international setting.

2. Monitoring Evaluation and Learning Advisor (01) REF/CDC/MEL-12-22.

Main purpose of the job

Amref Health Africa is seeking a qualified Monitoring, Evaluation and Learning Advisor to Lead the M&E strategy, Technical Assistance, and Capacity building for the anticipated CDC-funded activity titled Transitioning and Integrating Laboratory Services for High-Quality HIV Diagnosis, Care, Treatment, and Monitoring to the Ministry of Health (MOH) to Sustain Achievement of the 95-95- 95 Goals in Zambia under PEPFAR.

The Monitoring, Evaluation and Learning Advisor, working as part of Project Technical Team, will support the monitoring and evaluation strategy including technical assistance, capacity building in support of the CDC/PEPFAR funded project. Working under the supervision of the Project Director, the job holder will work closely with project team to ensure highest quality standards are established and adhered to throughout the program cycle in order to strengthen the laboratory

systems and services to enable the provision of safe and adequate blood supplies to public health facilities offering antiretroviral therapy (ART) services and the HIV/TB national referral laboratories.

Duties and Responsibilities

  • Lead the consolidation and analysis of monthly data for the project’s quarterly and annual report: Support provincial M&E teams with data collection, compilation, analysis and use of data to orient programming.
  • Provide technical input and review reports to meet both the donor and Amref Health Africa’s requirements, and attend donor review meetings.
  • Provide technical support in the design, implementation and analysis of periodic quantitative and qualitative data collection activities, including baseline and end of project assessments.
  • Support the design and roll-out of initiatives to strengthen Amref Health Africa’s technical approach to program M&E from the field level to headquarters (including adoption of standardized indicators; performance M&E plans, activity and tracking tools).
  • Monitor use of standard operating procedures for field visits by country M&E officers, document the process, support timely country level data capturing and provide trouble- shooting where required.
  • Provide technical support to field teams for all ME&L related activities
  • Design and review routine project monitoring and report forms and data flow mechanisms and oversee the management of data for regular reporting on program progress;
  • Ensure the development and manage implementation of a functional data quality assurance system at project and implementing partner level with regular reports for the Project Director.

Required Qualifications;

Education Requirements

  • Bachelor’s degree in Demography, Public health, Biostatistics or a related field.

Experience Required

  • At least Six (6) years’ experience in Monitoring and Evaluation of US Government (USG) funded HIV/AIDS projects.
  • Experience and familiarity with data and knowledge management best practices.

3. Principal Investigator (01) REF/CDC/Principal Investigator-12-22.

Main purpose of the job

Amref Health Africa is seeking a qualified Principal Investigator to provide strategic leadership of the anticipated CDC-funded activity titled Transitioning and Integrating Laboratory Services for High- Quality HIV Diagnosis, Care, Treatment, and Monitoring to the Ministry of Health (MOH) to Sustain Achievement of the 95-95-95 Goals in Zambia under PEPFAR.

The Principal Investigator (PI) will provide strategic leadership of the project by overseeing the project implementation in all its aspects: technical, administrative and financial, monitoring and evaluation and reporting. S/he will provide technical assistance and expertise, ensure technical integrity and coherence and ensure collaboration with government, CDC, partners and other stakeholders. S/he will coordinate with government and other stakeholders to ensure that activities complement on-going initiatives and adhere to MoH strategies, policies and guidelines and CDC standards.

Duties and Responsibilities.

  • To provide leadership, strategic direction and oversee financial management.
  • Will be the primary focal point for management of the CDC Cooperative Agreement; and responsible for liaising between CDC and Amref Health Africa regarding all Cooperative Agreement matters.
  • Provide strategic leadership, technical and managerial direction for the successful implementation of the project at the national and Country levels;
  • Serve as the team lead for the project and ensure strong communication and coordination with and between all team members to effectively achieve project deliverables and targets
  • Provide overall leadership and ensure adherence to technical standards, best practices and donor guidelines;
  • Support the Programme Manager, business official to ensure timely and quality completion of all program technical and financial deliverables and reports in accordance with CDC guidelines;
  • Serve as the primary point of contact and collaboration for CDC/PEPFAR, government partners and other key stakeholders;
  • Promote sustainability of project activities with effective networking, linkages to other programs, and capacity building of project staff;
  • Review project reports and work plans in line with the set targets in coordination with the project Manager and Senior Technical Advisor.
  • Represent Amref and build and maintain a productive relationship with CDC, Ministry of Health and other stakeholders

Required Qualifications

Education Requirements

  • Master’s Degree in Medical Laboratory Science, Public Health or a related field.

Experience Required

  • At least Ten (10) years’ experience in progressive leadership positions managing large-scale programs involving HIV/AIDS, Laboratory systems and Services, coupled with networking, capacity building, collaboration with NGOs and Government, and provision of Technical Assistance to the Ministry of Health on Laboratory systems and services.
  • In-depth knowledge and experience of Zambia’s health system and demonstrate expertise in laboratory system strengthening and Services.
  • Experience working on CDC/PEPFAR, USAID, and/or other donor-funded HIV/AIDS, prevention, care, treatment and support projects, as well as Lab systems and services projects/programs.
  • Familiarity with Zambia HIV/AIDS/TB policies and health systems strengthening, WHO standards.

4. Project Director (01) REF/CDC/Project Director/12/22.

Main purpose of the job

Amref Health Africa is seeking a qualified Project Director to lead the project of the anticipated CDC- funded activity titled Transitioning and Integrating Laboratory Services for High-Quality HIV Diagnosis, Care, Treatment, and Monitoring to the Ministry of Health (MOH) to Sustain Achievement of the 95-95-95 Goals in Zambia under PEPFAR.

The Project Director will be responsible for the day to day management of the project in line with Amref Health Africa policies and in compliance with USG and CDC rules and regulations. The Project Director will ensure timely and efficient achievement of the objectives of the projections by coordinating Technical Assistance activities, planning, stakeholder meetings, budgeting and program implementation.

Duties and Responsibilities.

  • Provide leadership and strategic direction to achieve programmatic and financial sustained outcomes and targets.
  • Develop and maintain a strong working relationship with CDC, and other stakeholders.
  • Participate in national laboratory meetings providing thought leadership on sustainable approaches for implementing laboratory services.
  • Ensure compliance of project implementation to the terms of the award.
  • Represent Amref and Project’s progress, achievements and lessons learnt to CDC, MoH, provinces, and other key stakeholders in meetings, conferences and relevant for fora.
  • Collaborate with clinical implementing partners to strengthen clinical- laboratory interface at national and country levels.
  • Guide the analysis, synthesis and reporting of outputs and results in collaboration with the M&E team.
  • Work with finance and project staff to develop and track budget.
  • Write and /or review project outcomes and publication.

Required Qualifications

Education Requirements

  • Master’s Degree in Medical Laboratory Science, Public Health or a related field.

Experience Required

  • At least Seven (7) years’ experience in project management, planning, monitoring and evaluation preferably in health programs, at least Five (5) years of managing laboratory programs at national levels;
  • Demonstrated expertise in HIV/AIDS prevention (particularly support testing for surveillance, prevention, treatment and care of HIV, TB, and related opportunistic diseases);
  • Demonstrated success managing and leading technical and administrative teams for USG funded programs – CDC experience strongly desired;

5. Senior Technical Advisor (01) REF/CDC/Senior Technical Advisor-12-22.

Main purpose of the job

Amref Health Africa is seeking a qualified Senior Technical Advisor to provide leadership in capacity building and Technical Assistance for the transition and integration of the anticipated CDC-funded activity titled Transitioning and Integrating Laboratory Services for High-Quality HIV Diagnosis, Care, Treatment, and Monitoring to the Ministry of Health (MOH) to Sustain Achievement of the 95-95-95 Goals in Zambia under PEPFAR.

The Senior Technical Advisor (STA) will work under the supervision of the Project Director to support the stepwise full transition of PEPFAR-supported laboratory systems and services to the Government of the Republic of Zambia (GRZ). The project will provide technical assistance (TA) for further adaptation of the diagnostic system for immediate needs such as outbreaks of novel diseases, additional surveillance system requirements, and new international reporting mechanisms as guided by CDC. By the end of the project period, the project will perform a capacity assessment of GRZ to carry out all the laboratory system functions and a cost assessment to fully understand the costs of sustaining the system.

The STA will provide leadership for the transitioning and integration processes. S/he will implement the laboratory capacity building and networking strategy and support laboratory training, mentorship, technical assistance, and quality assurance activities to build the capacity of health staff at national and provincial government and local partners. S/he will also evaluate programmatic effectiveness and provide laboratory technical assessment reports to include corrective actions and capacity building plans.

Duties and Responsibilities.

  • Lead the assessment for the transition that will include: viral load (VL), early infant diagnosis (EID), sample referral, testing, and results return systems, laboratory information management systems (LIMS), including integration with SmartCare, eLABS, and DHIS2, laboratory equipment calibration facilities and systems, external quality assurance (EQA) systems following implementation of ISO 17043, diagnostic equipment maintenance program, courier vehicle replacement, salvage, and maintenance program, waste management, backup power systems, rapid test continuous quality improvement (RTCQI) as an activity related to baseline VL, diagnostic network optimization (DNO), laboratory quality management systems (QMS), biosafety and biosecurity program, and laboratory- specific supply chain management and integrated testing including human papillomavirus (HPV) and TB.
  • Take part in donor review meetings on a quarterly basis.
  • Directly supervise the project staff both the national and provincial level.
  • Provide national and provincial oversight over laboratory- clinical-interface and quality management systems for HIV and TB testing services S/he will ensures the MOH is supported to develop, review and implement laboratory policies and guidelines for HIV/TB related diagnosis and management both at national and country levels.
  • Ensure effective and efficient completion of all project technical and financial deliverables and reports;
  • Work with M&E staff to adopt M&E framework and effectively track project implementation.
  • Mentor, support, supervise and manage the project staff and align efforts to ensure rapid and sustainable results.
  • Oversee the preparation and timely submission of project reports to CDC.
  • Lead the annual work planning process in close collaboration with project team, CDC, national and country teams.
  • Ensure compliance with project and CDC operational policies and guidelines.

Required Qualifications

  • Bachelor’s degree in Medical Laboratory Science, Public Health or related field.

Experience Required

  • At least Six (6) years’ experience in project management, planning, monitoring and evaluation preferably in health programs, at least Four (4) years in implementation of HIV related medical laboratory activities in a donor funded project.
  • Demonstrated success managing and leading technical and administrative teams in USG funded programs – CDC experience strongly desired.
