The Integrated Decision and Analytics Support Project (IDeAS) consortium led by BroadReach and funded by the President’s Emergency Plan for AIDS Relief through Centers for Disease Control and Prevention (CDC) Zambia, is providing support to the further development of Health Information Systems in Zambia. This support is in line with the Ministry of Health’s direction to improve the quality of health care using eHealth innovations as laid out in the national eHealth strategy

Purpose of the position

Through existing Data modelling platforms, the Data Utilisation Specialist is responsible for supporting the IDeAS Project in coordinating Data Utilisation activities to improve use of program and clinical data generated by the EHR (SmartCare). Interfacing with the Technical Director and the Strategic Program Manager, the role will support routine project monitoring functions during initialisation, implementation, assessments and closing processes of the IDeAS Project.

Key Accountabilities

In your role as Data Utilisation Specialist you will:

  • Interfacing with the Technical Director and the Strategic Program Manager to support routine project monitoring functions
  • Support documentation and reporting performance of the project using provided tools
  • Measure project performance using appropriate systems, tools and techniques
  • Take lead in Data Utilisation activities to improve usage of; National Data Warehouse, Palantir, SmartCare Legacy and SmartCare Plus data by Ministry of Health, Implementing Partners and Facilities
  • Conduct routine and adhoc analyses based on PEPFAR MER guidelines, HIV guidelines and other thematic areas of interest to inform programming and policy
  • Support Ministry of Health in enhancing HMIS system
  • Ensure the Data Dictionaries for both SmartCare Legacy and SmartCare Plus are comprehensively documented and updated – a reference document for both researchers and software developers
  • Support verification of deliverables – that are officially reported complete by Development, Health
  • Use appropriate techniques to develop a detailed project plan to track progress, verifications and manage resources against the plan

Qualifications

Essential qualifications

  • Bachelor’s degree in Data Management/ Science, Economics, Statistics, Mathematics, Public Health or equivalent

Desirable qualifications

  • Post-graduate in Monitoring and Evaluation, preferred
  • Experience working with DHIS2, DATIM, SmartCare, SQL and DataBases

Experience & skills

  • 3+ years of experience working in HIV Programme
  • Analytical skills with the ability to synthesize complex information, using reporting and surveillance data
  • Ability to communicate complex technical issues orally and written in a clear and organized manner to health and non-health audiences
  • Ability to provide clinical advisory services on complex clinical care and treatment cases
  • Strong presentation, facilitation and coaching skills
  • Analytical skills with the ability to articulate the size and context of a problem
  • Problem solving with the ability to identify the solution(s) to identified problems
  • Ability to guide and capacitate clients on problem identification, solutions thinking and developing plans to deliver proposed solutions
  • Analytical skills with the ability to summarize and present disparate information in a clear and concise manner
  • Experience working with USAID, CDC, PEFPAR and any other donor funded projects or programs
  • Computer literacy skills in a statistical program (advantageous)
