1. DISTRIBUTION SUPERVISORS- SALARY GRADE CMS-5

JOB PURPOSE:

To coordinate and supervise Operations and Maintenance activities on the Water Distribution networks subdivided into Branches and Zones for maximised effectiveness and efficiency and supervises activities targeted at business growth.

MAIN DUTIES AND RESPONSIBILITIES

  •  Coordinates Engineering related customer complaints and reported faults across entire water distribution system.
  • Coordinates Engineering measurements and technical evaluations of Performance of the distribution network against installed Capacity
  • Supervision of Operations and maintenance of the water distribution facilities focusing on effectiveness and efficiency for attainment of approved water supply targets
  • Establishment and/or Approval of Technical Specifications and estimates prepared by HQ Engineers for extension of networks
  • Developing and optimizing Water Supply Regimes in liaison with HQ Engineers / Zone Superintendents for provision of equitable water supply to customers
  • Liaises with projects implementation unit to carry out network designs and construction in new development areas.
  • Coordinates and facilitates for proactive repairs of water distribution network infrastructure inclusive of Maintenance of appurtenances (Valves, meters and Fire hydrants)/ / implemented Active Leakage Control (ALC) program

QUALIFICATIONS AND EXPERIENCE

2. PRODUCTION SUPERVISOR SALRAY GRADE CMS-5 

JOB PURPOSE

To coordinate and supervise Water Production, Treatment, Storage and Transmission activities for maximised effectiveness and efficiency.

MAIN DUTIES AND RESPONSIBILITIES

  • Assists in technical evaluations of Performance against installed Capacity of waterworks Facilities and equipment (borehole pumps, booster pumps, and Chlorine dosing facilities)
  • Supervision of Operations of water supply facilities focusing on effectiveness and efficiency for attainment of approved water production targets

3.   INTERNAL AUDITOR- SALARY GRADE CMS-4

JOB PURPOSE:

Responsible for conducting audits across various departments in order to ensure adherence to internal controls and consumer compliance. Assists the Head-Audit and Risk Services to supervise and guide assigned officers within the department.

MAIN DUTIES AND RESPONSIBILITIES

  • Assisting the Audit Services Head in preparing the annual audit work plan and the audit strategy.
  • Participate in preparation and consolidation of the departmental budget in order to facilitate acquisition and allocation of resources
  • Make recommendations to the Head-Audit and Risk Services on reviews to the Audit Strategy, Audit Policies and Procedures to enhance the workflow in the department
  • Conduct independent and objective planned, follow up, ad hoc and forensic audit assignments in accordance with the audit procedures and terms of reference
  • Issue audit reports and working papers with recommendations on internal controls, consumer compliance and corporate governance systems and make recommendations to strengthen observed deficiencies in policies, procedures and system processes.

4.   ICT OFFICER-SYSTEM DEVELOPMENT-SALARY GRADE CMS-4

JOB PURPOSE:

To manage databases and provide support services to end users.

MAIN DUTIES AND RESPONSIBILITIES

  • To ensure that all applications that are of relevance to system users are configured and running seamlessly and work closely with the online and offline branches to provide end-user support and issue resolution.
  • Perform periodic security audits and system or network vulnerability assessments.
  • To secure all installed systems by developing system access, monitoring, control and evaluation. Implementing and testing disaster recovery and perform regular and on-demand system backups and recoveries on all Servers.
  • Assist to manage & troubleshoot networks, intranet & internet connectivity throughout the organization.

5.   CREDIT CONTROLLER SALARY GRADE CMS-4

JOB PURPOSE

Responsible for coordinating revenue collection and implementing debt management strategies.

MAIN DUTIES AND RESPONSIBILITIES

  • Provide input to the formulation and implementation of debt management strategy to ensure improved revenues.
  • Follow up of credit from our clients-Debtors at the end of every month.
  • Provide input into District long term plans and budgets designed to improve service delivery and revenue generation within the framework of overall objectives of the Company.
  • Assign work and supervise activities of revenue section to achieve targets and goals in line with overall District, division and corporate objectives.
  • Participates in finding solutions to problems faced by the marketing and customer services as a whole.

6. HEAD BUSINESS DEVELOPMENT AND FAECAL SLUDGE MANAGEMENT-SALARY GRADE CMS-3

JOB PURPOSE

Responsible for developing business solutions for Faecal Sludge Management (FSM) and formulating effective business plans to generate more revenue for CHWSC as well as devising marketing strategies to attract and ensure customer loyalty, taking into account social and gender issues.

MAIN DUTIES AND RESPONSIBILITIES

  • Research the market for identifying new business opportunities and present report to management for further consideration.
  • Develop business proposals for identified new and existing cluster of customers.
  • Develop business and marketing plans in coordination with corporate planning manager and marketing manager respectively, to achieve FSM revenue aims and objectives.
  • Analyse budgets and actual performance regarding revenue expenses and service deficiencies in order to provide recommendations for FSM business growth and problem resolution.
  • Develop product/service branding and initiate media communication activities such as press releases and advertisements aimed at growing customer base.
  • Develop creative strategies to attract and retain customers including interviewing them to take their requirements and feedback to be incorporated in into the business growth plan.
  • Develop strong customer relationships in order to generate high volume of prospective customers and explain the advantages of FSM services offered; follow up with them in order to close the business deals and timely respond to customer queries regarding the services.
  • Participate in industrial fora, customer discussions, and conferences as a representative of the organization to develop in-depth knowledge about best FSM business practices and industry trends.

7.   CUSTOMER SERVICES OFFICER- SALARY GRADE CMS-5

JOB PURPOSE:

To contribute to the financial viability of the Company by strict maintenance of the billing cycle and bill distribution and revenue collection from GRZ accounts, maintenance of DDACC accounts and customer complaint resolution.

MAIN DUTIES AND RESPONSIBILITIES

  • Interprets and implements the commercial policy
  • Open and maintain customer accounts by recording account information
  • Resolve product or service problems by clarifying the customer’s complaint; determining the cause of the problem; selecting and explaining the best solution to solve the problem; expediting correction or adjustment; following up to ensure resolution
  • Maintain financial accounts by processing customer adjustments

8.   PLANT OPERATORS’ SALARY GRADE CMS-7

JOB PURPOSE

To operate and monitor the operations and performance of all equipment, gauges and charts in the pump stations and water treatment plants in order to ensure adequate and quality water and service delivery.

MAIN DUTIES

  • Responsible for proper operation of the Water Treatment Plant or Intake Plant
  • To maintain a consistent supply of high-quality water to the water distribution system
  • Inspects and ensures the proper operation of Treatment Plant equipment (Pumps, Valves, Sensors, Control Panels, Chemical Dosing System and related equipment).
  • Makes decisions on chemical feed rates and plant process operations to treat a varying water quality and flow rate as required by the water system demand.
  • Operates and maintains pumping stations and other related facilities.
    Performs standardized laboratory tests for treatment plant process control (alkalinity, turbidity, chlorine residual, PH, etc.).
  • Cleans, lubricates, adjusts, operates, and assists in repairing water pumps, motors, chemical feed, and related equipment.
  • Reads and records measurements of meters, gauges, and recording charts.
    Registers daily water quantities pumped.
  • Collects a variety of water samples for laboratory analysis, process control, and regulatory compliance.
  • Operates and monitors clear well for total production, chlorine residual, and draw down measurements.
  • Initiates and oversees filter backwashes.

JOB PURPOSE:

Receipts, reconciles and declares daily collections for purposes of accountability.

MAIN DUTIES

  • Receives, counts and verifies actual receipts with daily collection reports from Cashiers of various pay points for accountability.

To receive and resolve customer queries.

MAIN DUTIES

  • Receives complaints and logs them in the management information system to ensure complaint registration.

JOB PURPOSE:

To drive in a safe manner assigned Company vehicle, in order to transport staff, goods, equipment and mail.

MAIN DUTIES

  • Drives the assigned vehicle transporting staff to and from work and collecting/delivering materials, parcels, mail etc, while observing traffic rules and regulations
  • Cleans the assigned vehicle in order to maintain it in a clean and serviceable condition.
  • Conducts daily pre operating check on the assigned vehicle, by checking tyre pressure, oil and water levels, indicators etc to confirm that vehicle is fit for service.
  • Ensures regular servicing of the assigned vehicle by alerting supervisor on due service date or mileage so as to maintain the vehicle in sound working condition.
  • Logs all trips in the vehicle log book for accountability.

JOB PURPOSE

To assist in managing the Front Office, send and receive telephone calls and direct them to the appropriate officers of the company thereby ensuring the smooth running of operations of the company.  Serves visitors by greeting, welcoming, and directing them appropriately; notifies personnel of visitor arrival; maintains security and telecommunications system.

MAIN DUITIES

  • Managing the front office to ensure effective telephone and mail communications both internally and externally to maintain professional image
  • Provide basic information, such as hours of operation or directions to the place, and direct other inquiries to the appropriate staff member.
  • Keeps accurately records of appointments and assignments in order to ensure timely attention and action.

14. HEAD WATER SAFETY AND QUALITY SERVICES-SALARY GARDE-CMS 3

JOB PURPOSE

Coordinate and supervise water production operations for the different facilities by ensuring that attainment of the set production and quality standards efficiently and effectively as well as transmission of water.

MAIN DUITIES

  • Responsible for assisting in planning and management of the water production process.
  • Check chemical inventory to ensure that there are the proper amounts of chemicals on hand to operate the plant and order as needed
  • Carry out inventory of the water treatment chemicals on a regular basis and advises the supervisor.
  • Carry out and implement initiatives supporting the water treatment processes and facilities improvements.
  • Assists with planning, organizing and directing the uninterrupted operation of the water production plant, pumping stations, wells, storage tanks, to maintain operations within permit parameters and meet reclaimed water demands.
  • Assist in managing water quality at the treatment plant and throughout the distribution system.
  • Review and audit water demand versus production. Ensure accuracy of production figures through monitoring, meter calibration maintenance, and remedial action to correct discrepancies
  • Inspect plant equipment as necessary and order operating supplies and equipment as necessary
