Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) ensures uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. The project seeks to recruit for the following positions of:

Position Title    : Data Analytics Specialist (2 positions)

Reporting           : Data Analytics Manager

Principal Duties and Responsibilities

  • Responsible for designing and development of project databases; participate in testing and implementation of new applications and/or enhancements and modifications to existing systems;
  • Oversee the data cleaning and writing necessary SQL queries to extract data for reporting to donors, for M&E and routine decision making and other program management tasks;
  • Work with the Data Analytics Manager to clearly understand user needs and identify, communicate, and build solutions that fulfil those needs with the goal of enabling data use for informed decision making;
  • Lead requirements discussions with users from data analysis, data requirements, and data use;
  • Translate the business requirements into technical requirements, user stories, and business use cases;
  • Communicate technical data and information (including Power BI and Data Analytics) to non-technical audiences to support data for informed decision making, advocacy, and other activity objectives;
  • Provide capacity-building support and technical assistance on the use of Power BI;
  • Perform backup and restore procedures for all project databases and Information Systems to minimize the risk of losing project data/information;
  • Provide technical inputs and respond to ad-hoc requests for data, analysis, presentations, and information;
  • Exhibit Chemonics values and build a culture of “Living our Values” within the team;
  • Understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff;
  • Carry out additional responsibilities as may be assigned from time to time by the supervisor of record.

Minimum Qualifications, Experience and Competencies

  • Bachelor’s Degree in Computer Science, Information systems, Statistics or related field with 3-5 years’ experience executing Business Intelligence tasks or an equivalent combination of education and experience required;
  • Master’s degree in Computer science, Information systems or other advanced degrees with strong quantitative and analytical content will be added advantage plus specific training in database management;
  • Minimum 3 years of Database design, development, and Management including experience developing Power BI solutions and reporting, Data Visualization and Analysis;
  • Experience working with dataset ingestion, data model creation, reports, dashboards, KPIs, Power BI Pro features, workspaces, security, etc.;
  • ETL, SSAS, and SSIS experience;
  • Strong data modeling and building data marts experience;
  • Experience working with a variety of stakeholders, from managers to technical resources, to include the translation of business requirements into operational measures and reports;
  • Experience working with ArcGIS Maps for Power BI;
  • Agile/Scrum project experience;
  • Working knowledge of Business Intelligence standards and best practices;
  • Strong experience at writing SQL for querying a database;
  • Strong understanding of dimensional data modeling;
  • Working knowledge of SQL optimization capabilities;
  • Experienced in developing stored procedures;
  • Knowledge of USAID funding and its contractual and reporting requirements required; experience working on USAID-funded health programs preferred;
  • Strong data analysis skills required;
  • Ability to work in a team setting required; previous experience managing or supervising preferred;
  • Strong written and oral communication skills and excellent interpersonal skills;
  • Excellent problem solving and decision-making skills;
  • High level of demonstrable proficiency with Microsoft Excel, including Power Query and Power Pivot;
  • Connections to external data sources, REST APIs, pivot tables, charts, and slicers;
  • Proven ability to create, publish, and manage content packs;
  • Deep understanding of security as it pertains to data access, scope, and distribution of reports and Dashboards;
  • Experience in mentoring/training/coaching others in technical concepts.
