1.O INTRODUCTION AND BACKGROUND

The Christian Churches Monitoring Group (CCMG) is a consortium of four faith-based organizations (Zambia Conference of Catholic Bishops (ZCCB) through Caritas Zambia, Council of Churches in Zambia (CCZ) Jesuit Centre for Theological Reflection (JCTR) and Evangelical Fellowship of Zambia (EFZ). Caritas Zambia hosts the Secretariat for CCMG.

CCMG was launched on 28 November 2014 with the aim of monitoring the 20 January 2015 presidential elections. Since then, the network committed itself to monitor the whole electoral process, including the electoral environment, electoral boundaries, nominations and election day, among others. As such, CCMG monitored multiple electoral processes for the 2016 general elections and successfully monitored the complete electoral process leading up to the 2021 general election and through election day on the 12th August.

CCMG’s long-term observation project has revealed that Zambia’s recent past elections have been characterized by tension, intolerance, and politically-motivated violence, with decreased democratic space for civil society and citizens to express their views and advocate for political and electoral reforms. The 2021 elections brought to the fore key issues and weaknesses identified in the legal and administrative framework governing Zambia’s electoral and political processes, including those in Zambia’s Constitution

1.1 CCMG IS THEREFORE CALLING FOR EXPRESSION OF INTERESTS FOR THE FOLLOWING TOPIC:

Code of Conduct
Electoral Process Act
Electoral Commission of Zambia Independence
Electoral Commission of Zambia Independence

1.2 HOW TO SUBMIT THE APPLICATIONS

Interested consultants should visit our website www.ccmgzambia.org to download full Terms of Reference and submit a letter of interest, a technical proposal, financial proposal, and CVs or company profile with detailed CVs of lead consultant/s to [email protected] and copy in [email protected] no later than 10 June 2022 with the clear subject matter. The Technical Proposal should have detailed a methodology including the following:

Objectives and understanding of the scope of the assignment;
Description of the methodology and tools to be used and developed for the assignment;
Time framework; and
Detailed financial proposal.

NOTE THAT:

Only shortlisted applicants will be contacted. Consultants are encouraged to submit joint bids to take advantage of different expertise.

Applications after the deadline will be automatically excluded.

Applications not conforming to the conditions will not be taken into account.
