The Civil Society for Poverty Reduction (CSPR) is a civil society network of 72 members that has been building the voice for poor in the fight against poverty. It was established in 2000, primarily to ensure that civil society effectively and meaningfully participates in the design, formulation and implementation of the NDPs and further monitor the NDPs to ensure government provides a means by which Zambia can effectively strategize on reducing the escalating levels of poverty. Since the third quarter of 2000, and in response to an invitation from the Government of Republic of Zambia, the civil society in Zambia has been participating in the process of formulating and monitoring the NDP for the country, and hence sought the need to form a network that would enhance the effectiveness of this participation.

CSPR has four major programmes that includes Resource Governance, Economic Empowerment & Sustainable Livelihoods, Coalition Building and Networking, Advocacy and Communication and Institutional Development & Sustainability.

CSPR is guided by a strategic vision which states that “Zambia where citizens are pro-poor development through coordination of network member efforts, evidence-based policy engagement and community participation in order to reduce poverty in Zambia”.

CSPR is looking for qualified individuals to fill in the following position:

Resource Governance Coordinator – CSPR

Overall Purpose of the Job

In liaison with the Programmes Management Team, to lead the CSPR Resource Governance function spearhead the development and implementation of appropriate instruments and tools for collecting information on the performance of poverty related process, programs and projects.

Key Area of Responsibilities Tasks

Management of CSPR Resource Governance Programme

  • In liaison with the Resource Governance Programme Management Team (PMT), prepares the CSPR Resource Governance programme, describing the manner in which the CSPR will conduct its Poverty and programme monitoring and evaluation, and criteria for such activities.
  • Ensures the operationalization of instruments/tools for collecting information pertaining to poverty eradication policies, programs and projects.
  • Acts as Secretary to RG PMT, providing support and advise to program formulation and implementation.
  • Stores in appropriate media the means of verification
  • Supports the implementation of Resource Governance Plan in liaison with the Finance Manager, prepares and presents the RG annual budget for approval.
  • Works with the Finance Manager to prepare and present budget for the RG programme for Approval.

Resource Governance

  • Coordinate national budget tracking and SNDP monitoring work
  • On regular basis, undertakes desk analysis on the implication of national issues, statements etc that impacts, relates to CSPR work
  • Identifies and implements various research in order to galvanize the view of civil society.
  • Periodically carries out policy analysis and prepares policy briefs aimed to contribute to national policy discussions on behalf of the network

Capacity Building

  • Identifies and facilitates capacity building of network members to engage in pro-poor Resource Governance monitoring
  • Keeps appropriate records for reporting and budgetary control
  • Prepares annual M&E plan
  • Monitors performance of programme activities and budget control and take action to address challenges
  • Facilitate and coordinate the CSOSI activities

Preparation of RG Budgets

  • Keeps appropriate records for reporting and budgetary control
  • Monitors performance of programme activities and budget and take action to address challenges

Resource Mobilization

  • Identifies program funding opportunities and in liaison with the program manager prepares appropriate funding proposals
  • Lead the CSPR research unit under the CSPR social enterprise

Other

  • Performs other tasks as maybe reasonably assigned by the Programmes Manager and Executive Director

Qualifications:

  • Degree in Economics , Development studies , Social work and related qualifications
  • Related experience of not less than 2 year of related experience
