Civil Society for Poverty reduction (CSPR) is a local civil society network of over 70 members that has been building the voice for the poor in the fight against poverty in Zambia. It was established in 2000, primarily to ensure that civil society effectively and meaningfully participates in the design, formulation, and implementation of the National Development Plans (NDPs) and further monitor the NDPs to ensure government provides a means by which Zambia can effectively strategize on reducing the escalating levels of poverty.

The objectives of the assignment are to

CSPR seeks the services of a qualified consultant to develop a Youth Advocacy Toolkit that will strengthen youth engagement and advocacy in school councils and junior councils in Katete and Lusaka districts. The toolkit will be developed in consultation with adolescents and is tailored to support their participation in governance and decision-making.

The Task

The consultant will perform the following tasks:

  • Review existing Standard operation procedures – school council toolkits and the junior Council toolkits, assessing their strengths, weaknesses, and capacity for youth engagement in advocacy.
  • Facilitate consultations with adolescents, school representatives, local government officials, and relevant stakeholders to gather input on toolkit needs and objectives.
  • Consolidate the youth advocacy toolkit stemming from the Standard operation procedures – school council toolkits and the junior Council toolkits.
  • Conduct a validation workshop with adolescents and other stakeholders to gather feedback on the toolkit and make necessary refinements.

Deliverables:

The consultant will deliver the following

  • An inception report with a detailed work plan with clear timelines and methodology for toolkit development, stakeholder consultation, and launch activities.
  • A comprehensive advocacy toolkit resources for youth advocacy, designed in a youth-friendly format.
  • A final consultancy process report which highlights the key process undertaken in developing the toolkit, achievements, challenges, and recommendations for further improvements.

Timeline

This consultancy is allocated a total of 14 days to be fully completed and delivered to CSPR. There will be no time extension for the work as this is a time-sensitive consultancy. The total number of days for the assignment includes the validation meeting and analysis report.

Note that: This is a desk-based assignment that aims at harmonizing the documents from Ministry of Education and Ministry of Local Government.

Qualification and Expertise

  • Master’s degree in social sciences, Development Studies, Education, Communication or related fields.
  • Proven experience (more than 8years) in developing youth-centered advocacy tools, with a focus on education or adolescent health.
  • Strong background in participatory methods, with demonstrated experience in engaging youth and gathering their input.
  • Excellent facilitation, communication, and project management skills.
  • Knowledge of Zambia’s educational and local governance systems is preferred.
