TERMS OF REFERENCE FOR CONSULTANCY TO DEVELOP A CIVIL SOCIETY CLIMATE FINANCING AND BUDGET ANALYSIS FRAMEWORK

Background about Civil Society for Poverty Reduction

Since 2000 the Civil Society for Poverty Reduction has ensured that civil society effectively and meaningfully participates in the design, formulation and implementation of the National Development Plans (NDPs) and further monitor the NDPs to ensure government provides a means by which citizens can effectively influence pro-poor policies.

We are an anti-poverty advocacy Network of over 75 CSOs working in 5 of the poorest provinces in Zambia (Luapula, Western, Eastern, North-Western and Southern Provinces+ Lusaka).

Project Background

The Civil Society for Poverty Reduction (CSPR) with support from HIVOS is implementing a project called Advocacy for Diverse and Climate Resilient Food Systems in Zambia. The project is part of the efforts for Voices for Just Climate Action. The Voices for Just Climate Action program is a lobby and advocacy programme for just climate action. The aim of the project is by 2025, local civil society and underrepresented groups take a role as creators, facilitators and advocates for innovative climate solutions. The project started in August 2021 and will continue until December 2022. This project will be carried out in the Rufunsa and Chongwe districts of Zambia.  The expected impact of the project is for the Zambian food systems to be people-centered, sustainable, diverse and climate resilient by the year 2025.

Furthermore, the project seeks to respond to the rising need for increased climate financing and public budget monitoring for effective implementation of climate change and environmental protection programmes in Zambia.

3. Purpose

The Civil Society for Poverty Reduction wishes to hire a consultant to develop a Climate Financing and Budget Analysis and Tracking Framework for Civil Society organizations in Zambia.

Scope of Work

The consultant is expected to undertake the following tasks during the assignment:

Review and assess the effectiveness and relevance of existing policy, management systems and processes on climate financing.
Identify Climate Change and Environmental Protection Focused Programmes and Budget Lines in the Yellow Book as of 2020-2022
Review Expenditure Trends based on Ministry of Finance Fiscal Tables for Climate Change and Environmental Protection between 2019 and 2022
Develop a Budget Analysis Framework for Climate Change and Environmental Protection in Zambia
Develop a Public Expenditure Tracking Survey Tool for Climate Change and Environmental Protection for both Central and Local Government Financing
Make a Powerpoint Presentation on both the Climate Change and Environmental Protection Budget Analysis Framework and PETS Tool
Build the Capacity of CSPR Staff on the use of the Analysis Framework and the PETs
Specifically, the Consultant is expected to deliver the following:
Climate Change and Environmental Protection Budget Analysis Framework
Climate Change and Environmental Protection Budget Tracking Tool

6. Timelines

The work/assignment is expected to take a total of 20working days from the date of signing the contract. There will be no time extension for the work due to time limitations. The total number of days for the assignment includes the validation meeting and report submission.

7. Qualifications of the consultant

The consultant shall have a record of accomplishment in conduct of project studies/ analysis in general and diverse food systems in particular.

Must be in possession of a master’s degree of Higher Qualification in the fields of Economics. Environmental Management or Statistics related fields will be an exceptional
Traceable experience and expertise of not less than 5 years in Economic Analysis, Public Finance or Climate Change public policy processes
Experience facilitating consultative meetings
Knowledge of Zambian Climate change polices and national budgeting techniques, classifications and procedures.
Must have excellent research skills
Knowledgeable in Zambian environmental laws and regulations will be an added advantage.
Links to previously published works of a similar nature should also be included in the application.
