ORGANIZATIONAL BACKGROUND:

The Civil Society for Poverty Reduction is Zambia’s largest anti-poverty network, established in 2000 to primarily to enhance the participation of local citizens in the development of the poverty reduction strategy papers (PRSPs). Over the years, the network has expanded its scope and continues to build the voices of the poor in the fight against poverty. Its objective is to ensure that it effectively and meaningfully participates in the design, formulation, and implementation and monitoring of Zambia’s national development plans (NDPs). CSPR envisions a Zambia where its entire people enjoy all basic needs. The organization’s mission is to actively contribute to poverty reduction and pro-poor development in Zambia. INFORMATION ABOUT THE POSITION:

CSPR seeks to recruit a dynamic and suitably qualified individual to fill the position of Finance and administration Manager- FAM

PURPOSE OF THE ROLE:

As a member of senior management, this role leads the development and implementation of a robust financial management system for CSPR that is effective in managing all financial resources committed to the organization, adopts leading market practices in identifying financial risks and effecting relevant mitigation measures. The role is also responsible for the implementation of all administrative policies and procedures to ensure an operationally compliant CSPR

This role reports to the Executive Director and is based in Lusaka at the national secretariat office based in Kabulonga.

KEY ROLES AND RESPONSIBILITIES:

Implements and maintains all financial accounting records for CSPR in line with standard accounting procedures and the finance manual
Ensures correct accounting procedures are maintained by CSPR, and internal controls are enforced as per policy
Ensures preparation of daily cash flows to monitor cash movements

Supervises and contributes to effective grant management by ensuring monthly preparations of BVAs, reviews budget forecasts jointly with the programmes unit to monitor project budget performance
Ensures grant compliance to all financial obligations with donors, including timely reporting as per signed project agreements, that is aligned to their expectations
Leads the facilitation of project specific and institutional audits for CSPR and supports the Executive director and the board to respond to the management letter
Leads preparation of institutional budgets and ensures they are accurately captured and coded in the financial management system for use
Prepares financial management accounts for SMT and the board of directors to support timely and effective decision making
Supervises the finance unit and ensures updated financial records are maintained on the financial system (SAGE), bank reconciliations are prepared monthly, project transaction listings are generated timely, and payments are facilitated timely to support field level implementation
Submits monthly statutory returns for PAYE, NAPSA, NHIMA in a timely manner
Supervises the procurement function and ensures this is compliant to CSPR’s procurement manual
Coordinates asset management as per organizational policy
Supervises logistics and administrative staff, including human resources to ensure they are operationally compliant and aligned to the CSPR administrative manual
Ensure continuous professional development of staff in the finance department
Participates in fundraising efforts through support to budget development that is aligned to funding call financial guidelines

REQUIRED SKILLS AND EXPERIENCE

  • ACCA, CIMA or equivalent qualificatio
  • An additional administrative qualification will be an added advantage
  • At least 5 years of relevant experience in a similar role, preferably in a high paced NGO environment
  • Experience in working with accounting packages such as SAGE, Micro payroll or dove payroll
  • Experience working with multiple donors will be an added advantage
  • Strong working knowledge on operations and administration at institutional level
  • Highly analytical
  • Good donor engagement skills
  • Reporting and communications skills
