Introduction

Responsible for the development, implementation and monitoring mechanisms of electronic communication networks and postal services to ensure adherence to the law, license conditions and guidelines issued by the Authority whilst safeguarding the rights of both the service providers and consumers in the ICT and Postal sectors

Specification

  1. Design and implement modern and effective Compliance Monitoring and Enforcement mechanisms.
  2. Develop and undertake annual National Compliance programmes and activities.
  3. Formulation, implementation and monitoring of Quality of Service Management framework
  4. Monitor and ensure compliance of licensed service providers of communications services against Licence standards, license conditions and the relevant regulations/laws.
  5. Formulation, implementation and monitoring of Quality of Service Management framework
  6. Develop Compliance Audit programmes and spearhead the undertaking of audits.
  7. Develop and implement Risk based compliance programmes within ICT and Postal Sector
  8. Investigates complaints about network compliance, prepares reports and action plans and takes action, where appropriate, in response to the findings of investigations.
  9. Undertake planned and random collaborative inspections with other officers to enhance the coordinated efforts of compliance at the Authority.
  10. Facilitates the development of conducive consumer policies, legal and regulatory frameworks aimed at protecting consumers /users of ICT products and services.
  11. Undertakes all necessary action under the law to ensure compliance.
  12. Prepares a report of findings and undertakes approved actions thereafter

Requirements

QUALIFICATIONS AND EXPERIENCE

  1. Degree in Engineering, Social Sciences/Business Administration/Law or any other relevant fields.
  2. 2 years’ experience in Compliance or Consumer Affairs and Protection
