TERMS OF REFERENCE

SUPPORT TOWARDS CONVENING ZAMBIA NATIONAL EDUCATION COALITION POST 2018 JOINT ANNUAL REVIEW (JAR) MEETING

1.0 INTRODUCTION

The Zambia National Education Coalition (ZANEC) is a network of Education Sector Civil Society Organisations whose core mandate is to advocate for quality education for all Zambians. The Coalition has adopted several tactics to achieve this mandate. One such strategy is to influence policy and programmes through participation in education sector platforms. In line with this, ZANEC is an active participant in the Education Sector Annual Review meetings which aims to interrogate performance in identified areas and agree on remedial actions through the recommendations reflected in the JAR main outcome document, the Aid Memoire. In July and August 2018, ZANEC coordinated Civil Society participation in the JAR Field Visits and the Technical Meeting. ZANEC further participated in the Education Indaba convened in January 2019 to further discuss the performance of the sector as well as agree on the Education Transformation Agenda. The Coalition role as a gatekeeper is to ensure that the commitments made during these meetings are followed through.

2.0 RATIONALE OF THE ASSIGNMENT

Following the participation in the JAR, ZANEC would like to convene a multi-stakeholder meeting to provide feedback of proceedings and main outcomes of the JAR and the Education Indaba. The Coalition believes that this strategy will ensure that civil society stays alert and focused to ensure that actions being rolled out at national and local level are consistent with what has been agreed upon. One meeting is planned to be convened for two days, targeting 75 people. The meeting is planned for 14th and 15th March February, 2018.

The aim of the meeting is to share the content of the final JAR Aide Memoire as well as the communique from the Education Indaba and agree on an action plan to ensure their achievement.

ZANEC would therefore like to procure the services of a consultant for a period of fifteen (15) days to assist with organizing the meeting.

3.0 SCOPE OF CONSULTANCY

ZANEC will procure the services of the consultant to make logistical and content arrangements of the meeting. This includes:

i. Following up the confirmation and arrangements for the venue;
ii. Follow up the list of invited guests by ensuring invitations are sent and confirmations for participation secured;
iii. Follow up identified presenters/speakers at the meetings
iv. Ensure all presentations are collected from the presenters and photocopied three days before the meeting;
v. Make workshop folders with the programme, presentations and any other resource material intended for the achievement of the objectives of the meeting;
vi. Lead, in liaison with appropriate Secretariat Staff, in visibility of the workshop proceedings through various social and conventional media outlets.
vii. Facilitate the proceedings of the meeting;
viii. Produce report of the proceedings of the workshop which will include the presentations, pictures and attendance list. The report will be expected two weeks after the meeting.

4.0 DELIVERABLES:

i. List of confirmed presenters/resource persons by 4th March, 2018
ii. Comprehensive list of confirmed participants by 7th March, 2018
iii. Workshop information pack with all resource documents and presentations – 11th March, 2018
iv. Cuttings, documentation of media coverage (both social and conventional) by 25th March, 2019
v. Report of workshop Proceedings by 25th March, 2019

5.0 REQUIRED COMPETENCIES

  • Must possess background in organising big events with a minimum of five years’ experience.
  • Proven experience and track record in having undertaken similar assignments.
  • Strong analytical, writing and communication skills
  • Ability to devote full time towards meeting assignment deadlines.
