TERMS OF REFERENCE

CURICULTURE OF THE EDUCATION SECTOR STRATEGIC PLAN (ESSP)

1.0 INTRODUCTION

Zambia National Education Coalition (ZANEC) is a Civil Society Organization established to coordinate efforts of education based non-state actors for the attainment of quality education for all learners in Zambia. ZANEC was established in 2001 as an immediate aftermath of the World Education Forum held in Dakar Senegal in the year 2000 after a decade of implementing the EFA Goals, first promulgated in Jomtein, Thailand in 1990. It was legally registered with the Registrar of Societies on 3rd July 2002.

Based on its mandate of unifying the CSO voice in the Education and Skills Sector, ZANEC has a comparative advantage in contributing to improved accountability through: i) Policy engagement and influencing of national education plans, policies and budgets, ii) Mobilization of civil society voice through awareness raising and information sharing and iii) Capacity strengthening of Member Organizations for effective advocacy through its social accountability work.

2.0 RATIONALE OF ACTIVITY

Zambia has developed the Education Sector Strategic Plan (ESSP) which takes into account the aspirations of the 7th National Development Plan (7NDP). The document was finalized and approved for implementation in December 2018. It is through the ESSP that Zambia will ensure achievement of the Sustainable Development Goal number 4, Agenda 2030 and the Continental Education Strategy for Africa (CESA) targets. It is through the ESSP Implementation Plan that the Ministry of General Education and the Ministry of Higher Education are expected to draw their Annual Work Plans and Budgets.

In order to ensure that the Coalition continues to promote Social Accountability in the delivery of services in the Education and Skills Sector, ZANEC has simplified the contents of the 2019- 2021 ESSP.

ZANEC further wishes to animate the simplified document. It is envisaged that the animated summary will allow for ease understanding of the document to allow citizens and Civil Society to be able to understand the content of the ESSP in the most simplistic manner. This will allow for ease of monitoring and tracking of the sectoral plans.

2.1 OBJECTIVES

i) To further simplify the ESSP into a popular document with visual aids.

2.2 SCOPE OF THE CONSULTANCY

ZANEC, with support from the Fostering Accountability and Transparency (FACT) Project through Counterpart International (USAID) would like to hire the services of a specialist to simplify the contents of the ESSP document with the aid of visuals within a period of ten (10) days.

The consultant will be expected to do the following:

1. To simplify the content in the ESSP using visual aids ;
2. Package the simplified version with visuals (pictures) that will enhance the understanding of the document

3.0 KEY DELIVERABLES

1. First draft of the visualized document;
2. Second and final (print ready) version of the document.

4.0 REQUIRED COMPETENCIES

  • Must possess at least a Diploma in a relevant field with a good command of the English language.
  • Must have a background in animating and visualizing technical documents with a minimum of five years’ experience.
  • Proven experience and track record in having undertaken similar assignments.
  • Ability to devote full time towards meeting assignment deadlines.
