DEVELOP THE STATUS OF EDUCATION REPORT

Status of Gender Parity in Education & Creating a Baseline on GPE Priorities in Education and Skills Sector

1.0 INTRODUCTION

The Zambia National Education Coalition (ZANEC) is a network of Civil Society Organisations registered under the Registrar of Societies Act on 3rd July, 2002 on certificate number ORS/102/35/2581. The organisation currently has seventy (70) Member Organisations comprising of Community Based Organisations, Faith Based Organisations, Non-Governmental Organisations and Teacher Trade Unions.

The organisation’s mandate is to coordinate civil society advocacy for quality, equitable and inclusive education for all Zambians. ZANEC’s focus is therefore on national plans and international frameworks that advance education in Zambia. Particularly, the Coalition takes interest in the operationalization of the Education and Skills Sector Strategic Plan (ESSP) for the Education Sector in Zambia and how it takes into account agreed upon national and international frameworks.

2.0 PURPOSE OF CONSULTANCY

The Status of Education Report is the Coalition’s annual flagship report with varying themes each year to give the Coalition perspective on pertinent issues affecting service delivery. Not withstanding this, the Status of Education Report allows the Coalition to distill key issue of advocacy based on its annual report.

The 2019 Status of Education report is supported through the funding from the GIZ German BACKUP Initiative – Education in Africa . The study will focus on Gender since it is one of the key areas of focus for the GPE funding to the Education and Skills Sector. Thus, this Status of Education report will also form a baseline for the GPE support areas.

Since it was formed in 2002, the Global Partnership for Education is designed with development effectiveness principles at its core. As a result, GPE has adopted an approach that places developing countries in the driver’s seat, seeking to align and harmonize partners’ support to national priorities.

2.1 SPECIFIC OBJECTIVES:

To report on the status of gender equity in the Education and Skills Sector and create baseline data on the GPE priority area identified by the study.

2.2 SCOPE OF WORK

ZANEC wishes to hire a consultant for twenty (20) days to conduct an analysis of the Status of Education services being delivered in the institutions of learning with regard to gender inclusive learning environments and how learners are provided for in the school system. Specifically, the consultant will be required to do the following:

i. Conduct a desk review and interviews with relevant target groups to assess:

  • The number of children in school by gender (enrolment rates);
  • Completion rates by gender from primary, secondary and tertiary;
  • Identify factors affecting or promoting gender in education delivery

ii. Conduct an assessment of the GPE priority areas of financing within the Zambian Education Sector Plans namely equity, efficiency and learning. The assessment should also collect baseline data against which future progress of the GPE Grant support towards equity, efficiency and learning will be measured.

iii. Analyse the budget allocations and disbursements towards gender and equity in primary and secondary schools.

iv. Assess the availability of teachers by gender and teaching content/manuals for inculcating gender sensitive values.

v. Disseminate findings of the report to a stakeholders’ meeting to be organised in liaison with the ZANEC Secretariat;

vi. Develop a 2 paged Policy Brief with appropriate infographics summarising and visualising the key findings and recommendations of the study.

3.0 KEY DELIVERABLES

i. An inception report outlining the methodology, key deliverables and timeframes;
ii. A satisfactory draft report to be reviewed by ZANEC Secretariat;
iii. A satisfactory second draft to be reviewed by the Secretariat;
iv. Final full Status of Education Report;
v. Two paged Policy Brief with relevant infographics derived from the final report.
vi. Power point presentation of the key findings of the report

4.0 REQUIRED COMPETENCIES

  • Must possess Masters’ Degree in Gender or a related field;
  • Proven experience and track record in working around gender issues and the education sector;
  • Strong analytical, facilitation, writing and communication skills;
  • Ability to devote full time towards meeting assignment deadlines.
