Our client a dynamic and vibrant telecommunications company seeks to employ a talented and qualified Chief Legal and Regulatory Officer. The role involves providing leadership and oversight on legal and regulatory matters, advising and keeping the Board and Management informed on relevant legal developments impacting the company’s operations. Additionally, it includes performing company secretarial functions at both the Board and Executive Management levels.

Reporting Structure
Reporting To: Chief Executive Officer
Interacts With: Various stakeholders

Job Description
Develops the departmental budget against set objectives and thereafter submit the budget for consolidation into the Company’s corporate budget.
Attends to and provides oversight on Company litigation.
Liaises with external legal counsel on outsourced legal matters.
Keeps Management informed about all ongoing or potential litigation involving the Company.
Advises Management on Court matters or threatened litigation and the best options of resolution.
Attends to contract formulation and finalization.
Ensures that all contracts to be entered into are well vetted so that company interests are protected as is reasonably possible.
Processes regulatory license applications.
Advises management on key changes or developments in the regulatory environment.
Attends to all other regulatory matters of the Company.
Advises Management on all other legal matters affecting the conduct of business by the Company or any of its operations.
Advises the Board on legal, governance and other matters affecting their conduct of business as a Board.
Acts as secretary in Executive Management meetings.
Ensures that Company annual returns are filed in accordance with legal requirements.

Candidate Specification
Experience: 10 years plus
Education Level: Degree
Qualifications: Bachelor of Laws Degree from a reputable University, Post Graduate Qualification (Legal Practitioners Qualifying Examination),Master’s Degree.
Software: MS Office
Equipment: Job related
Knowledge Of: Knowledge and understanding of the Telecom industry.
Skills To: Leadership & People Management, performance management and change management.
Other Requirements: Member of the Law Association of Zambia with a valid Practicing Certificate, minimum of 10 years post qualification experience, 3 of which should have been in a similar position.
