Overview

Diaconia Response (DR) is a development wing of the Reformed Church in Zambia (RCZ), and registered with the Community Development Registrar for NGOs under the NGO Act No. 16 of 2009. Our vision is “A healthy, vibrant, Self-sustaining and resilient Community in a restored natural environment.” Our mission is to support the economic and social development of children, adolescents, & women and restore the environment through participatory planning, community ownership and implementation of sustainable interventions.

In conjunction with Plan International Zambia, Diaconia Response will implement a Building Resilience through Climate Smart Sustainable Livelihoods (BRECS) in Chadiza and Vubwi from 1st September 2024 to 31st August 2027. DR is hereby looking for suitable and dedicated individuals to fill the following vacancies to support the delivery of the project.

  • 2 Project Officers to be based (1 in Chadiza) and (1 in Vubwi)
  • 1 Project Finance Officer to be based at the Chipata Diaconia Response Office.
  • 1 M&E Officer to be based at Chipata Office

1. PROJECT OFFICERS (2)

The Project Officer shall take shared portion of responsibility in ensuring that the BRECS project implementation is achieving progress by each day. He/she will report directly to the Program manager and work amicably with the Plan International Zambia assigned staff in the Project. The applicant must specify the district of choice.

Major responsibilities include;

Among the duties to the office are:-

  • Organize participant communities in the respective district of deployment
  • Network with government relevant departments and other NGOs working in similar development intervention to consolidate the projects development agenda
  • Facilitate training for volunteers at grassroots level in relevant disciplines
  • Coordinate and provide ongoing extension support to Volunteers in all project communities
  • Monitor all development work through follow ups in project sites
  • Prepare activity, monthly & quarterly reports and submit to the Project Manager
  • Plan, coordinate and conduct stakeholder meetings in communities as per the work plan
  • Carry out other tasks as may be assigned by the supervisor.

Minimum Qualifications and Experience;(Requirements)

  • Full Grade 12 Certificate
  • Diploma holder in Agriculture or related fields
  • Sound knowledge in Sustainable Agriculture or Climate Change
  • Skills in leadership, planning, implementation, mobilization, facilitation and motivational skills
  • At least 3 years’ experience in community development or related field
  • Holder of a valid Riders License with clean record
  • Strong written and oral communication skills in Nyanja and proficiency in English is essential
  • Computer literate i.e. e-mail, MS Word, power point and Excel
  • Emotionally stable and willing to serve with poor communities
  • Morally and culturally straight with ability to respect & promote child rights in their work.

NB: Once recruited the Project Officer must be willing to be resident in the District of deployment.

2. FINANCE OFFICER

Project Finance Officer to be based in Chipata. This position will be supervised by Programme Manager in Chipata and report to Programme Accountant in Lusaka and below are the duties and responsibilities

Job Title: Project Finance Officer.

Duties and Responsibilities

  • Prepare payments, which include, payment vouchers, cheque, make online payments and ensure that they are done on time.
  • Ensure that all retirements are collected from relevant staff and filed accordingly.
  • To ensure that all accounts records are properly filed and secured.
  • Ensure that all records are filled in clearly labeled box files.
  • Perform all banking transactions.
  • To prepare monthly bank reconciliations
  • Assist in the budget preparation.
  • Prepare and reconcile petty cash.
  • Ensure that all organizational assets are secured and clearly labeled.
  • Assist in the management of Project Assets.
  • Prepare project monthly, quarterly, semi and annual finance reports.
  • Work with supervisors in processing fund requests and ensure that they are approved by relevant individuals
  • Prepare documents for audit and work with auditors to ensure a smooth audit.
  • Any other duties as specified by the supervisor.

Requirements:

  • Should have full Grade 12 Certificat
  • Minimum Diploma in accountancy
  • Proficient in Microsoft office packages
  • Proficient in QuickBooks or any other accounting software
  • At least 3 years experience in donor funded projects

3. Monitoring, Evaluation & Learning Officer

M&E Officer will provide guidance, vision, and management for successful monitoring and evaluation of the BRECS project.  The Officer oversees all MEL activities, provides technical direction and support, ensures the accurate reporting of results for project activities.

Key Responsibilities

  • Contribute to the design and implementation of the project’s MEL system in coordination with BRECS project Manager to develop key performance indicators, targets, tools, and appropriate MEL responsibilities across the project
  • Coordinate any external evaluation processes, including drafting evaluation ToR and selection of firm, in alignment with the project design.
  • Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training.
  • Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and data quality audit worthy
  • Ensure appropriate monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL Plan
  • Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions to improve data quality and accountability
  • Develop and maintain accurate information in a project database, as well as accurate and timely electronic files.
  • Responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to the Project manager for final report consolidation and ensure compliance with internal data quality requirements and timely submissions for reporting
  • Commitment to applied learning and adaptation based on data: Lead the program team on routine reviews and interpretation of data for learning and adaptation; package and disseminate timely findings in a meaningful way, and make suggestions for adaption
  • Perform any other prevention duties as required.

Basic Requirements

  • Diploma in statistics, demographics, public policy, international development, economics, or related field is required
  • At least 2 years of professional experience in an M&E position responsible for implementing M&E activities of donor funded development projects is required.
  • Demonstrated success in designing, implementing, and operating project M&E systems from project initiation to closeout stages is required
  • Demonstrated experience in planning and managing various studies, for example, performance evaluations, baseline studies, case studies, and gender/diversity-related studies is required.
  • Demonstrated experience designing and managing multiple dis-aggregation variables in participant monitoring and database systems, including gender and age, is required.
  • Demonstrated experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans, is required.
  • Demonstrated experience in designing and administering data collection tools, conducting data entry, data cleaning, and data processing & analysis is required.
  • Demonstrated experience managing and providing ongoing training to M&E field officers and/or sub-awardees is required.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies is required.
  • Experience with data quality assessments and oversight.
  • Fluency in English is required.

Preferred Qualifications

  • Zambian work experience preferred
  • Working knowledge of DHIS2.
  • Experience in, and knowledge of, child rights and child labor issues, and utilizing gender and social inclusion sensitive indicators and analysis is highly recommended.
