Family Legacy Missions Zambia exists to glorify God by empowering vulnerable children in Zambia to live out their God given potential. Our approach is holistic in nature, reflecting Jesus’ life as represented in the Biblical text of Luke 2:52, “And Jesus kept increasing in wisdom and stature, and in favor with God and men.” We aim to address directly each child’s spiritual, intellectual, physical and emotional well-being. Currently the organization is educating 13,263 Zambian children of which 11,265 are 23 private Legacy Academy schools and 1998 are in GRZ secondary schools.

Family Legacy Missions Zambia has commissioned an Implementation/Performance Evaluation of the programs at the Tree of Life Children’s Village. The overall purpose of the evaluation is to assess its performance in the successful relief, recovery and reintegration of those it serves. The objective of the Implementation Evaluation is to:

(i) Determine existing program goals including clarification of its established short-, medium-, and long-term outcomes,
(ii) Establish if contemporary program goals remain relevant, and
(iii) Evaluate the impact of its numerous interventions as well as overall program effectiveness in reference to the intended goals of the program.

Additional critical areas of importance to be addressed will include program size and scale, sustainability, scalability, government compliance, and future directions already planned. This evaluation will then be delivered with recommendations for specific wanting areas and recommended strategies or directions to consider to better optimize the care being provided.

Family Legacy is therefore is inviting interested Evaluation Consultants who meet the following qualifications and experience to submit a Technical and Financial proposal for the Consultancy services:

(i) Minimum of an advanced degree in Education, Development Studies, Economics Social Sciences or other related studies; A PhD will be an added advantage
(ii) Team leader should have a minimum of 10 years programme and project evaluation experience
(iii) Experience in project design and conducting Complex evaluations
(iv) Minimum of 5 years’ Experience in conducting programme/project Evaluations
(v) Experience in Evaluating educational
(vi) Born again Christians with a biblical worldview

The evaluation is expected to commence on 30th October and terminate on 15th January 2020.
The deadline for submission of the technical and financial proposal is 19th October 2020. Proposals that will be submitted after the deadline will not be considered. Award decisions will be communicated by 30th October 2020. The Detailed Terms of Reference can be accessed from here.

Interested bidders should submit their proposals clearly indicating their background and knowledge of the subject area, how they meet the required skills, their experience, and availability. Selections will be done based on the strength of the qualifications provided by bidders as indicated in their:

  • Proposal (technical and financial)
  • CVs of Key team members
  • If available, an example of a previous evaluation report for a similar scope of work.
  • Proposals should be a maximum of 3-4 pages, not including expression of interest/cover letter, CV, and sample evaluation report.
