1. About FIAN Zambia
FIAN Zambia is a human rights organisation advancing the right to food in Zambia. FIAN is
an affiliate to FIAN International, a global human rights organisation for the right to food since
1986. Since our establishment we have been advocating for the right to food and nutrition. We
support grassroots communities and movements in their struggles against right to food
violations.
2. Background
FIAN Zambia is currently implementing a project titled “Stronger Together: Supporting Civil Society to advance the right to food for all individuals, households and communities in
Zambia.” The project is being supported by the Swedish International Development
Corporation Agency (SIDA) through We Effect Zambia.
FIAN Zambia is dedicated to advocating for the right to food within the framework of
Economic, Social, and Cultural Rights (ESCRs).
FIAN Zambia would like to develop an advocacy and communication strategy for the next five (5) years.
3. Objective of the Consultancy
The overall objective of this call for consultancy is to develop a comprehensive advocacy and
communication strategy for FIAN Zambia, including clear objectives, key indicators, measurement tools, and activities aligned with the organization’s mission, goals, and objectives.
The consultant will work closely with FIAN Zambia staff, board members, and relevant stakeholders to map key advocacy issues, identify target audiences, and define appropriate
engagement mechanisms. This strategy should strengthen the impact of FIAN Zambia’s
advocacy and communication efforts by ensuring a structured and measurable approach to
achieving its objectives.
4. Scope of Work
The consultant will be expected to:
- Review key organizational documents, including FIAN Zambia’s statutes, work plans, strategic plan, and project documents.
• Assess FIAN Zambia’s current communication platforms (Facebook, X, YouTube, LinkedIn, Instagram) and recommend improvements for effective advocacy messaging. - The consultant will design a comprehensive media outreach plan that includes press releases, media pitches, and media monitoring. This plan will ensure that FIAN Zambia’s advocacy efforts are covered by both local and international media,
leveraging all available media channels for maximum visibility. - Engage with the board and relevant stakeholders to identify advocacy priorities and refine key messages.
- Define key audiences for FIAN Zambia and outline the most effective engagement
mechanisms for each target group. - Develop a structured advocacy and communication strategy, incorporating clear
objectives, indicators, and activities. - Outline the roles and responsibilities of key players in the implementation of the
strategy to ensure accountability. - Develop an M&E plan to track the effectiveness of the strategy, including performance indicators and feedback mechanisms.
- Propose appropriate tools and methodologies for data collection, stakeholder
engagement, and communication effectiveness. - Identify potential risks or challenges in the advocacy and communication efforts, and propose strategies to mitigate these risks during the strategy development and implementation phases.
- Engage with regional and international advocacy networks, where relevant, to align FIAN Zambia’s advocacy approach with broader efforts in the global context of the right to food.
5. Deliverables
The consultant is expected to deliver the following outputs:
- A comprehensive advocacy and communication strategy document for FIAN Zambia.
- A document formatted in Times New Roman, font size 12, with page numbers and a
table of contents. - Three (3) hard copies and a soft copy provided on a removable drive.
- An M&E plan with indicators to assess the effectiveness of the strategy.
- A mapping of key target audiences and recommended engagement mechanisms.
- Two review meetings with FIAN Zambia to discuss progress and finalize the strategy.
- Capacity-building and orientation sessions for FIAN Zambia staff and stakeholders on
the newly developed strategy.
6. Duration and Timeline
The consultancy is expected to be completed within 12 weeks, from date of commencement.
7. Tools and Methodology
The consultant is expected to use a combination of qualitative and quantitative methodologies,
including:
- Document reviews of FIAN Zambia’s existing policies, reports, and advocacy
materials. - Stakeholder consultations and interviews with FIAN Zambia staff, board members, grassroots partners, and policymakers.
- Workshops and focus group discussions to gather input on advocacy priorities.
- Surveys or other participatory data collection tools where necessary.
- A review of best practices and case studies from similar organizations to inform strategy
development.
7. Qualifications and Experience
The ideal consultant should possess:
- A minimum of 5 years experience in advocacy, communication and policy work.
- Proven experience in, human rights, advocacy, especially for civil society organizations, or government.
- Strong knowledge of Zambian legal, policy. frameworks, regional and international frameworks.
- Excellent facilitation, research, and writing skills.
