Jhpiego seeks candidates for the following positions on the Department of Defense (DOD) – funded HIV/AIDS prevention, care, and treatment project.
GBV TECHNICAL OFFICER (5)
Location: Chipata, Kabwe, Kasama, Lusaka and Ndola.
Reports to: GBV Technical Advisor
Position Supervised: Post GBV Clinical Care Providers and Community Lay Workers
Position Overview
The GBV Technical Officer will be responsible for planning, implementing and providing technical support for the provision of quality delivery of GBV, IPV/ HTS and linkage services in DFZ health facilities that will ensure the expansion and improved quality of GBV priority services. The position will operate under the direct leadership of the GBV Technical Advisor, and will oversee and ensure the technical and methodological soundness of all project activities including survivor-centered Post violence clinical care case management services to GBV survivors in the district. In collaboration with Provincial team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence and ensure that GBV survivors are linked to a high-quality package of post-GBV clinical services.
Responsibilities
- Oversee the overall implementation of high quality GBV prevention and response activities, building capacity and promote messaging on GBV in the district
- Provide technical support and oversee implementation of GBV and HIV prevention activities for the provision of quality HIV care and treatment to Post violence survivors
- Will be a focal person at the field office for all GBV related activities and referrals for HIV case management and disease control
- Work with the DFZ facility staff and coordinate with the Ministry of Health, Ministry of Gender, Ministry of Community Development and Social services, Victim Support Unit, Provincial Technical Coordinators and other partners to ensure that the latest national and international guidance and policies are adhered to during planning, implementation and monitoring of gender related services including GBV
- Build the capacity of health workers through training and mentorship in the provision of essential post-violence healthcare first line support (LIVES) interventions
- Build the capacity of CLWs and providers in GBV/ IPV assessment and first line response (LIVES)
- Provide technical support on direct service delivery to GBV survivors for post GBV services and clinical care for sexual assault survivors
- Lead the successful integration and implementation of clinical and non-clinical GBV services within the DFZ facilities
- Ensure availability of clear strategies to screen for GBV; assess their needs and provide the minimum package of GBV services as per identified needs and in line with the PEPFAR guidance; follow up regularly and monitor progress
- Ensure coordinated services and referral /linkage systems are in place to ensure all clients exposed to GBV receive the minimum package of clinical as well as social services on time
- Lead the successful rollout and implementation of GBV services as per current WHO/ PEPFAR/Jhpiego and national guidance
- Provide mentoring and capacity building for Provincial staff and DFZ facility healthcare providers in GBV programming, including identification, notification, and linkage services
- Provide on-going management, supportive supervision and mentorship to regional and district level staff as well as consortium members
- Track progress against the activity plans with a focus on GEND_GBV indicator, including suggesting appropriate corrective action if the targets are not met
- Support Data Verification and Data Quality Management and Post GBV Quality Assurance Auditing
- Assist in developing M&E tools related to GBV services
- Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures
- Analyze trends of GBV and develop/adjust program strategies to meet needs
- Oversee and ensure production of quarterly and annual quantitative and narrative programme reports, including relevant information such as description of activities conducted and planned, lessons learned, problems encountered and opportunities, programme statistics and work plans on the GBV component
- Support the GBV Technical Advisor in the development and adaptation of Post Violence clinical care tools, protocols and guidelines.
- Work with M&E staff to implement a plan to track data/results related to GBV services to inform adjustments in project implementation.
Qualifications and Experience
- Degree in Social Work, Public Health, International Development or relevant field
- Master’s degree in a related field will be an added advantage
- 6-7 years’ experience in GBV program design and implementation, including at least three years in HIV and adolescent health, or community outreach programmes
- Proven knowledge and experience in developing and implementing community mobilization projects
- Experience in HIV and GBV prevention and response programming desirable
- Understanding of community health programming targeting Young women and Adolescent girls and general community support groups
- Extensive knowledge of child safeguarding services in the context of Zambia required
- Strong understanding of characteristics, issues, and drivers of vulnerability for OVC
- Demonstrate high-level planning, reporting writing, and communication skills
- Must have excellent interpersonal, analytical, and decision-making skills
- Excellent interpersonal skills.
- Experience of developing and testing methodologies for planning, monitoring, and learning in YWAG, VAW, VAC and community and/or gender transformation
- Knowledgeable of Post violence Multidisciplinary Management and clinical care minimum standards and requirements
- Computer skills in basic applications such as MS work and MS excel
