The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad.

The Programme “Enabling Access to Justice, Civil Society Participation and Transparency (EnACT)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and started its work in August 2022. Together with a wide range of state and non-state partners the EnACT project aims at improving the Zambian population’s access to accountable institutions, to justice and to transparent government decision-making processes.

The ‘Legal Tech’ Component of the Enabling Access to Justice, Civil Society Participation and Transparency (EnACT) Project focuses at supporting improved access to justice. The EnACT project has long-standing cooperation and implementation experience in the field of legal aid and access to justice. Digitalisation efforts, in this regard, aim at enhancing and facilitating the work of legal aid service providers in Zambia (civil society organisations, State Institutions working in the field of legal aid and paralegals). The application of Legal Tech within the legal aid sector in Zambia is a very new field and requires close collaboration with the project’s key stakeholders.

In this context, GIZ is seeking a suitable candidate for the following position who will work for the ‘Legal Tech’ component of the Project.

ICT Digitalisation Advisor (Lusaka based)

REF: GIZ_ENACT_DIGA

Main tasks and responsibilities:

  • Provide technical advise on digital solutions internally and for partners: identification of opportunities and conceptual development of digital solutions within the field of legal aid service provision
  • Steering and management of development and implementation processes of legal tech activities together with sub-contractors
  • Strengthening of regional networks and cooperation in the field of legal tech for legal aid
  • Support to Internal Monitoring and Knowledge Management
  • Providing technical advice on the introduction of digital tools beyond the legal aid sector to the different non-state and state partners of the EnACT project

Qualifications

Formal Education

  • Minimum of a bachelor’s degree in in Social Science, Business Administration, Computer science or similar field. A master’s degree is an added advantage

Other Qualifications

Professional Experience

  • At least 4 years of professional experience in implementing digitalization projects in the private and/or non-profit sector
  • At least two years of experience working in digitalization projects with a human-centered design approach
  • At least 2 years of experience of working within complex projects including network building and management of relations with stakeholders from the private, public and non-profit sector

Other Knowledge, additional competences

  • Excellent oral and written communication skills
  • Must be computer literate with good working knowledge of ICT and relevant applications for research, effective report writing and presentations (e.g., MS Office Suite – especially PowerPoint, etc.)
  • Good time management skills and the ability to manage multiple projects simultaneously
  • Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team
  • Willingness to travel within Zambia

The successful candidate will be expected to start full-time employment with GIZ, on a fixed term contract as soon as possible.
