Jesus Cares Ministries (JCM) is a Faith Based Non-Governmental Organization (NGO) established in 1996 with a call to do development work and bring transformation in poor and vulnerable communities working together with Government Line Ministries, the local churches, and the communities. JCM is therefore inviting applications from suitably qualified and innovative individuals to take up the following position:

PROJECT COORDINATOR (1)

Purpose of the Position:
To coordinate Climate Change and Resilience Project at the district and national level (Southern, North Western, and Lusaka Province), and provide technical and strategic guidance to the planned programme activities in the target districts. He/She will work in close collaboration with the Project Officers and the Monitoring and Evaluation (M&E) Manager in the implementation of the project.

Key Responsibilities:

The key responsibilities of the Project Coordinator will include, but are not limited to:

  • Provide leadership to the project and coordinate with field-based JCM technical staff, project staff, and local partners in Southern, North Western, and Lusaka Province as needed to ensure all project deliverables are on track towards reaching the overall project goal, strategic objectives, and beneficiary targets.
  • Ensure that capacity building trainings on Climate and Environmental Stewardship (CES) for partners and beneficiaries are properly planned, resourced, and executed, including overseeing the quality of cascaded trainings offered by partners under the project.
  • Cultivate and define relationships with government, public, and private actors to maximize donor investment and project outcomes, while leveraging these partnerships for sustainable outcomes.
  • Adequately prepare for periodic technical reviews with project staff and partners (via meetings, report review, site visits, etc.) and ensure that the direction is in line with the overall project strategy, and support changes in programme direction and focus, based on observations and data generated through monitoring and evaluation.
  • Work closely with the Ministry of Agriculture, Ministry of Green Economy and Environment, and Disaster Management and Mitigation Unit (DMMU), and support them in strengthening the capacity of district and local community structures to respond to climate change and environmental issues as well as the monitoring systems.
  • Stay abreast of international and national relevant Climate Change policy discussions and developments in quality standards and innovations, including donor strategies and guidelines, and disseminate information and foster discussion within the project.
  • Oversee the planning and implementation of the overall project, promote and monitor integration of cross-cutting technical themes into programme activities.
  • Together with M&E Manager, design and review tools to monitor the effectiveness of all project interventions for intermediaries as well as generate lessons learnt for project improvement.
  • Work closely with the M&E Manager to ensure clear understanding, tracking, and capturing of project indicators and quality reporting. Utilize and adapt to learning from monitoring and evaluation processes to inform the on-going implementation of interventions.
  • Represent the project in donor meetings and other relevant meetings.
  • Consolidate and review monthly, quarterly, and annual reports for timely submission.
  • Support the Project Officers in implementation according to the work plans and prepare technical progress reports.
  • The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Qualifications and Experience:

  • Bachelor’s / master’s degree in a related field (e.g., environmental science, Sustainability, Ecology, Natural Resource Management, Climate Science, Environmental Policy, Environmental Protection and Management, etc.)
  • Minimum 5 years of relevant experience working in a related role.
  • Experience working with project cycle management and project coordination.
  • Technical qualifications related to CES, such as GIS, nature-based solutions, environmental management or engineering, Data Analysis, Environmental Impact assessment, policy knowledge, and climate risk assessment is an advantage.
  • Experience working with community-based programming is an advantage.
  • Must have excellent interpersonal, analytical, decision-making, and conflict management skills.
  • Ability to work in a cross-cultural environment and functional teams.
  • The position requires the ability and willingness to travel domestically up to 60% of the time.

PROJECT OFFICERS (6)

Purpose of the Position:
The six (6) Project Officers will be responsible for field level activity implementation of The Climate Change Resilience Project under the leadership of the Climate Change and DRR Coordinator. This role will work closely with Provincial and District level Government Leads on climate change as well as implementing partners in project sites in Southern Province, North Western, Central, and Lusaka Province. He/she will be responsible for documentation and reporting as well as budget management. The role will support partner’s capacity building initiatives at all levels, networking and representation, supporting advocacy efforts as well as monitoring and evaluation, among others.

Key Responsibilities:

The key responsibilities of the Project Officer will include, but are not limited to:

  • Coordinate the planning and implementation of the project activities in the target district as outlined in the project document and work plan.
  • Lead activity implementation in the target district and provide substantive project direction for the implementation and assessment of the project, including the collection and compilation of relevant background data and information, monitoring and evaluation.
  • Facilitate technical training and competence building on Climate and Environmental Stewardship (CES) for partners and rights-holders.
  • Support the Project Coordinator in workplan implementation, by monitoring progress against the workplan and facilitating activities as required.
  • Monitor and keep abreast of the Climate change situation in the district of operation and develop and maintain a knowledge base on these issues.
  • Ensure all project activities are implemented timely in line with detailed implementation plans and ensure diversions are identified, timely elevated and resolved.
  • Networking, collaborating, and coordinating with relevant stakeholders, including research institutions, environmental organisations, NGOs, technical working groups, and relevant authorities and government departments.
  • Compile and prepare reports as required in line with project requirements.

Qualifications and Experience:

  • Diploma / Bachelor’s degree level in Climate related field including Natural Resource Management, Climate Change studies, Geography, Agricultural Economics, Natural Resource Management.
  • Minimum of 3 years of relevant working experience in climate resilience in humanitarian and development settings.
  • Strong ability to mobilize communities and children, build partnerships, solve problems, guide and motivate people toward the achievement of agreed goals.
  • Experience with participatory community-led approaches to design and implementation of programmes.
  • Demonstrated knowledge of international and local policies and frameworks relating to climate change area is necessary.
  • Good analytical and report writing skills.
  • English language proficiency a must, local languages an added advantage.
  • Strong communication (verbal and writing skills), interpersonal and representational skills.
  • Flexible and adaptable to dynamic changes and fast-paced work environment.
  • Ability to work with minimum supervision and in a cross-cultural environment.
  • Computer skills inclusive of word, Microsoft excel, and power point.

FINANCE OFFICERS (3)

Purpose of the Position:
Provide overall leadership, oversight, and management support for all aspects of financial management to the project. The role focuses on ensuring accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data analysis and advice, and producing financial reports according to the requirements of the donor and JCM. The job holder will be responsible for the implementation of internal controls, risk management, and utilization and safeguarding of assets according to JCM and donor approved policies and procedures.

Key Responsibilities:

The key responsibilities of the Finance Officer will include, but are not limited to:

  • Provide strong and positive leadership in the management of finances and assets of the project.
  • Ensure JCM finance, procurement policy and procedures, and donor financial compliance requirements are understood by project staff and adhered to.
  • Preparation of project budgets and cash flows in liaison with the project team.
  • Ensure that internal control procedures and donor regulations are adhered to for all cash and bank transactions/disbursements, receipts, transfers and include appropriate supporting documentation.
  • Capture all accounting transactions in the General Ledger and provide all necessary financial information.
  • Prepare bank reconciliations to ensure that bank balances are in line with cash book balances.
  • Check requests by Project teams to ensure that they are in accordance with the approved budget.
  • Monitoring of the project budget and file all payment vouchers, journals and receipts sequentially.
  • Follow up on all project advances to ensure they are properly accounted for and posted in the accounting system/package.
  • Maintenance of project inventory and asset register.
  • Submit monthly, quarterly and annual financial reports to the Finance Manager for review, consolidation, and finalization.
  • Working together with the Finance Manager, prepare for the project financial audits.
  • The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Qualifications and Experience:

  • A Diploma in Accounting is required. A Degree in Accounting or equivalent qualification will be an added advantage.
  • Minimum of 3 years of relevant working experience in accounts, work experience in the NGO sector will be an added advantage.
  • Strong change management, results-oriented, and decision-making skills.
  • Flexibility and ability to handle multiple tasks and work collaboratively with project team.
  • Ability to work under minimum supervision to meet short-term deadlines.
  • Ability to work under tight timelines, including following deadlines, and attention to detail.
  • Must have excellent communication, interpersonal, analytical and engagement skills.
  • Must have excellent experience/skills in Accounting System/Package, preferably PASTEL.
