Background

John Snow Health Limited (JSH), a public health organization dedicated to improving the provision of public health services in Zambia and the region, is recruiting for an Advisor, Priority Populations for the USAID-funded Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II). CHEKUP II aims to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control. In addition, the program seeks to improve the health outcomes of priority populations in the highest HIV-burden provinces of Zambia.

Position Description:

The Accountant is a full-time position and will be based at the HQ office in Lusaka. S/he will assist in maintaining the CHEKUP II financial accounts and systems. The Accountant will be responsible for the accounting system, expenditure projections, and expense monitoring and reconciliation. S/he will ensure cost-effectiveness, efficiency and accountability throughout the life of the Program. S/he will report to the Finance Manager

Roles and Responsibilities:

  • In collaboration with the Finance Manager, assist in maintaining financial and administrative systems fulfilling all USAID rules and regulations and in line with JSI financial policies and procedures.
  • Management of the Accounts Payable function and all the Accounts Payable related processes of the Project in line with the established policies and procedures in an efficient, timely and accurate manner
  • Manage the monthly accounting cycle, including vendor and activity participant payments and account monitoring and reconciliation;
  • Track and Review supplier invoices and supporting documents against invoices processing checklist in order to establish completeness and validity of details for payment submission.
  • Match supplier invoices to purchase orders prior to processing to ensure consistency and identify errors/discrepancies/irregularities.
  • Maintain a comprehensive record of all approved invoices, bills and payment supports to maintain suppliers’ sub-ledger accounts are prepared and reconciled to the general ledger on a monthly basis
  • Maintain ageing report of payables and work with Administration in following up on outstanding payments to vendors, service level agreement and purchase orders.
  • Assist the Finance & Grants Manager to monitor sub-grants and sub-recipients.
  • Support in capacity building of staff in financial management, new processes and system implementation
  • Being a focal point person for the all finance and operational needs from District Finance & Administration (DFAA) staff, and interface with the Operations unit. The DFAAs will also have a dotted line with Operations Manager
  • Assist program staff with the resolution of financial management and accounting problems;
  • Participate in preparing and monitoring/tracking of the project budget.
  • Support the tracking of program activity on payables to the consolidation of budget performance reporting for Management and USAID
  • Management of filing of all relevant documents/processes under the role
  • Perform other duties as assigned.

Requirements and Qualifications:

  • Minimum Bachelor’s degree in finance, accounting, or business-related field or equivalent/ACCA, or CIMA finalist
  • At least 5 years of relevant accounting and financial management;
  • Strong organizational skills;
  • Experience with QuickBooks accounting system desired;
  • Must be a registered member of ZICA
  • Strong communication and interpersonal skills;
  • Must be able to maintain confidentiality for all project and staff proprietary matters.
  • Experience with USG, USAID, and/or PEPFAR funding rules and regulations.
  • Proven record of systems strengthening and internal controls.
  • Ability to take initiative and lead teams. Supervisory, coaching and management experience required.
  • Proficiency in Microsoft Word and Excel required.

Supervision and Reporting:

This position will work under the guidance and supervision of the Finance and Grants Manager.
