Project Summary:

USAID/Zambia intends to i) Strengthen the national Health Management Information System (HMIS) owned and managed by the Government of Zambia’s (GRZ) Ministry of Health (MOH), ii) Improve monitoring, evaluation, and research capacities within key government and non-governmental institutions, and iii) Expand the evidence base for existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV. The activity will support strategic objectives of USAID, the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI).

Position Summary:

The Procurement and Logistics Officer position will be the primary focal point for all logistical, travel procurement and administration matters. This position will report to the Director of Finance and Administration (DFA) and work in collaboration with the Administrative Assistant to ensure that work meets USAID and MSI practices and policies in logistics, procurement, and administrative support for the project activities.

Responsibilities:

Conduct all procurement related to activities and ensure compliance with USAID, local laws, and MSI policies and procedures.
Ensure all purchases of goods and services comply with USAID and MSI procurement policies and guidelines and that all supporting documentation is up to date.
Coordinate and ensure all project related purchases are processed, reviewed, and approved in the MSI procurement system, GRUMP, in accordance with MSI procedures.
Maintain records of all transactions, quotations, procurement process, copies of records of expenditure, receipts, etc. in an efficient filing system ensuring all records are accounted for and easily accessible by relevant officers.
Negotiate effectively with suppliers of commodities and services for the best overall value to the project.
Receive, review, and process incoming requests based on provided specifications and confirm any other relevant information from requestors and seek recommendations from the MSI Headquarters as appropriate.
Maintain a database of reliable vendors for supplies, goods, and services.
Coordinate and monitor the delivery of ordered goods and services and ensure all received goods and services are in accordance with the terms and specifications of the purchase order.
Ensure quality delivery of purchased goods and services.
Spearhead payment preparation and documentation and liaise closely with the DFA concerning payment of purchased goods and services.
Assist with processing and maintenance of service contracts, lease, and rental agreements etc.
Assist in tracking office supplies to ensure adequate stocks are maintained.
Maintain procurement and update the inventory tracker monthly.
Track all expendable and non-expendable property in compliance with MSI and USAID policies and procedures and assist management with asset disposal as appropriate.
Provide travel and administrative support to the project team and consultants.
Organize all team logistics including arranging hotel accommodation, transportation, and conference facilities while ensuring project visibility.
Track the movement of vehicles for trips outside the office and ensure the vehicles are timely serviced and in a road worthy condition.
Supervise the project drivers.
Coordinate with the Chief of Party (CoP) and DFA on travel related matters, including providing regular updates, communicating critical information to the local team, and compiling supporting documentation.
Maintain compliance with MSI’s safety procedures at all times and contribute to building a strong culture of staff safety on the project.

Qualifications:

Bachelor’s degree in a relevant field required.
Minimum of two years’ experience in a similar position required.
Experience working in a USG funded project preferred.
Specialized training in procurement and/or logistics management is preferred.
Advanced computer skills, specifically in MS Word, Excel, and Outlook.
Ability to travel to project implementation locations.
Strong financial and reporting skills.
Strong interpersonal, organizational, time management, oral, and written communication skills.
Fluency in English required.
