Monitoring & Evaluation Short-Term Specialist/Consultant

Peace Corps Zambia wishes to invite applications from suitably qualified persons to fill the position of a Monitoring & Evaluation Short-Term Specialist/Consultant:

Location : Lusaka

Starting Salary : ZMW 1,255.00/Day

Period : Three months (starting immediately); Renewable up to 9 months

Work hours : Full-time; 40 hours/week

Overview: The Monitoring and Evaluation Short-term Specialist (MES)/Consultant provides expert assistance to the programming team to provide quality monitoring, evaluation, data collection and analysis for the President’s Emergency Plan for AIDS Relief (PEPFAR) funded Volunteer activities in Zambia in addition to supporting the Peace Corps programming M&E systems. Provides input and works on tasks effecting overall post management concerning M&E and the success of the Peace Corps PEPFAR program; and assists the Director of Programming and Training (DPT) and Program Team in establishing an overall vision and mission for M&E within the country program. Provides input into the creation of Post’s strategic and operational plans. Works with staff to create a uniform and complementary monitoring and reporting, programming, and training plan that includes HIV/AIDS prevention, care, and support. Leads training for Staff and Volunteers on M&E.

Specific Tasks and Responsibilities:

• Review and verifies overall accuracy of Volunteer Reporting Forms (VRF) received from Vol-unteers in conjunction with the Program Managers and their teams.
• Identify gaps in data collection and communicates directly to the Programming and Training team
• With the input from HIV/AIDS Coordinator, Program Managers, Program and Training Spe-cialists and others, prepare quarterly VRF summary reports and semi annual and annual PEP-FAR reports
• Conduct regular data integrity tests to verify collection of accurate data from VRF
• Collaborate with the Information Technology Specialist in developing Post specific data sets (i.e, indicators, data fields) for the Volunteer Reporting Tool
• Prepare and lead the Semi Annual and Annual Progress PEPFAR reports
• Assist the Programming and Training Unit with preparing annual and semi-annual progress reports by providing M&E results
• Co-design a Monitoring and Evaluation workshop for Volunteers, Counterparts, and Staff.
• Provide telephonic, email, and occasionally on site escorted support to Volunteers on how to collect and record HIV/AIDS and other activities on the VRF and on other report forms
• Liaise with other PEPFAR Strategic Information members and other team members to ensure PCZ aligns its reporting documents with PEPFAR reporting requirements (i.e., indicators, tar-get populations, demographic information, etc).
• Participate in the development and review of the PEPFAR Country Operation Plan and other Peace Corps documents such as: budget and programing planning documents, and annual Peace Corps reporting
• Ensure Volunteers and counterparts are trained and have plans for collecting necessary strate-gic information
• Make occasional escorted field visits to sites to assess, monitor and verify Volunteer and host agency record-keeping, with the aim of improving these systems and bringing them in line with Peace Corps and PEPFAR reporting requirements.
• Liaise with the PEPFAR M&E staff or that of the relevant Zambian authority, with the aim of improving upon Peace Corps monitoring and reporting activities.
• Attend PEPFAR Country Team meetings and serve as a member of the PEPFAR USG Strate-gic Information technical working group.

Other

• Contribute articles on HIV/AIDS and PEPFAR for PCV and staff newsletters
• Perform other duties as assigned by the DPT.

Required Qualifications:

In order to be selected for this position, the applicant must be a Zambian Citizen, must not have been employed in intelligence-related activities, and must submit an application that clearly documents how they meet each of the following mandatory requirements;

• Successfully completed secondary school and an advanced diploma in Monitoring & Evaluation or related field of study IS REQUIRED. (A University degree in Monitoring and Evaluation or related field of study will be an added advantage).
• At least three of substantive professional experience in Monitoring and Evaluation
• Excellent working knowledge of the English language (spoken and written)
• Good organizational, communication and interpersonal skills and a demonstrated ability to work with other staff as a team
• Strong data analysis skills
• Demonstrated ability to work with an international organization in a multi-cultural setting – at least one year of experience required; Experience working with US government funded or-ganizations preferred
• Computer literate and proficient in Microsoft Excel, Word and databases (e.g. Access).
