USAID SAFE Project – NorthWestern Province

mothers2mothers Zambia seeks to recruit a Provincial PMTCT Officer for the JSI led, USAID Supporting an AIDS-Free Era (SAFE) program in Zambia. The five year project will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western.

USAID SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

The Provincial PMTCT Officer will coordinate the implementation of quality m2m Mentor Mother Services to women and children at USAID SAFE facilities and surrounding communities in North Western Province; supervise all Team Leaders and Mentor Mothers; and monitor and ensure quality improvement of m2m services. This position will be responsible for working closely with the Provincial and District Medical Officers, facility staff, and community stakeholders.
The position will be based in Solwezi, Zambia, employed by m2m and seconded to the JSI-led USAID SAFE project.

The position will reports to the PMTCT Specialist (m2m-employed) based in Lusaka, with a dotted line reporting to the USAID SAFE Regional Director, North Western (JSI-employed).

Description of tasks/Key performance areas

Mentor Mother Site Implementation (50%)

  • Oversee Mentor Mother program implementation at health facility and community level, ensuring quality service delivery to clients
  • Administrate the use of electronic client management tools at facility and community
  • Coordinate integration of Mentor Mother services into the health facilities and community activities. Build and maintain relationships with health facility staff and other implementing partners working in the facility and the community, to maximize retention in care and adherence to treatment.
  • Develop and implement provincial site management work plan
  • Manage performance of the facility and Community Team Leaders including work schedules and leave for all site staff. Liaise with HR officer to address site-level human resource issues.
  • Provide supportive supervision at site level

Performance Monitoring and Improvement (45%)

  • Conduct site-level supervision and monitoring activities and monthly quality improvement and performance monitoring meetings at site level
  • Monitor monthly facility and community-level data, compile and assess areas for quality/service improvement. Consolidate data and report to USAID SAFE program and M&E teams and provincial/district stakeholders. Develop and implement geo-location improvement plans, roll-out interventions to promote continued service integration, quality and effectiveness (where needed)
  • Liaise with Training and Capacity Building Manager and M&E team to assess site performance and implement joint interventions as required
  • Conduct on-site capacity building of site staff and contribute to/co-facilitate in-service trainings.

Provincial and District Engagement (10%)

  • Represent Mentor Mother intervention in provincial and district coordinating forums including managing strategic relationships with Provincial and District Medical Offices including RMNCH/PMTCT counterparts at the provincial/district Ministry of Health level, and other implementing partners/stakeholders
  • Produce project/geo-location reports
    Contribute to provincial USAID SAFE activities and perform other duties as assigned.

Qualifications:

  • Bachelor’s degree/diploma or equivalent in Nursing, Social Science, Public Health, or related field
  • Minimum of two years’ field experience in public health work with a focus on RMNCH, PMTCT, or HIV/AIDS programming, with supervisory experience preferred
  • Strong project management experience
  • Demonstrated knowledge of/exposure to PMTCT/RMNCH policy and working knowledge of relevant MOH protocols
  • Knowledge of MOH M&E systems and tools
  • Experience in on-site technical supervision using programmatic tools
  • Experience working within provincial and district health systems in Zambia, with experience in North Western Province and with lay health care workers and peer educators preferred
  • Experience in supporting use of electronic client management tools is preferred
  • Experience working on USAID/PEPFAR programs preferred
  • Experience of managing discrete budgets and reconciliation of accounts preferred
  • Knowledge of basic human resource management; experience line managing staff preferred
  • Experience working in a cross-functional project team
  • Demonstrated experience with report writing and use of data for program improvements and decision making
  • Experience in maintaining relationships with internal and external stakeholders at multiple levels
  • Proficient in use of MS Office programs: Word, Excel, PowerPoint, Outlook
  • Fluent in English and Bemba
