Under the overall responsibility of the ILO Country Office Director for Zambia, Malawi and Mozambique, the National Project Officer (NPO) will work under the supervision of the Chief Technical Advisor and the close with the National Project Coordinator (NPC). The NPO will be based in Kaoma, the official will ensure the implementation of field activities of the project and will be responsible for ensuring the quality and timely delivery of district and community level activities.

Description of Duties

1. Initiate , sustain and guide cooperation with key partners , in close collaboration with the National Project Coordinator (NPC) , relevant ILO technical specialists to ensure the performance and results of the project and ensuring that gender is mainstreamed in planning and project implementation to achieve the expected results.

2. Work in close collaboration with (partners) to design and revise project annual work plans as well as preparations of the budget proposal, considering different approaches and alternatives methods , management , problem identification and problem resolutions, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.

3. Monitor the progress of activities of Project implementing partners and follow-up on delayed documents, payments, disbursements on implementation agreements and other contracts and on pending requests to support successful completion of agreed activities. Including all M&E aspects of the projects.

4. Support the organization of meetings, conferences, seminars and workshops and participate in relevant training sessions and meeting relating to project activities ;
5. Represent the project in various meetings at district and community level and as it may be required.

6. In collaboration with the NPC, organize and/or conduct monitoring visits in targets areas and communities. Assist in the monitoring and coordination of research carried out by external collaborators.

7. Prepare regular and comprehensive information on the status of the project activities , support the dissemination of the project information through publicatons and press releases and ensure good communication with project partners and beneficiaries.

8. In close collaboration with the NPC, establish and maintain productive working relations with the ILO`s tripartite constituents and other relevant stakeholders in the pilot districts.

9 . In collaboration with the NPC, prepare budget estimates adn expenditure forecasts by analyzing and monitoring the situation of resources as compared to planned activities and making recommendations for remedial actions.

10. Perform other duties as assigned by the NPC & Chief Technical Advisor as part of the implementation of the project.

Required qualifications

Education

First level university degree in Rural economics, Argonomy Social Sciences, Development studies or a relevant field and knowledge on development issues, particularly in Zambia. An advanced degree on studies on labour economics would be a strong advantage.

Experience

At least two years of professional experience at the national level in the area of Livelihood support, agricultural and rural development, supply chains, organizing rural workers and producers , cooperative development , rural and youth employment, rural and informal economy and project management.

Work experience in the field of agricultural and rural development and/or human rights or a relevant field at national level.

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in Zambia.
  • Knowledge of the office’s financial rules and regulations
  • Good knowledge of the context and challenges for the project areas of expertise
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  • Good ability to interpret project information and to identify and analyze problems with implementation
  • Ability to communicate effectively both orally and in writing. Ability to clarify information
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
  • Ability to work independently, quickly, precisely, and take initiative and responsibility
  • Ability to work under pressure and to meet the deadline
  • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
  • Ability to deal with people with tact and diplomacy.
