FOR CONSULTANCY SERVICES ON VULNERABILITY CAPACITY ASSESSMENT DISASTER RISK MANAGEMENT.

The Service is required for Joint Country Programme Zambia (JCP Zambia), a consortium of Norwegian Church Aid (NCA) and Dan Church Aid (DCA) is implementing a country strategy covering the period 2020-2024 which is anchored on three programs, namely, Gender Justice as a global programme, with Climate Smart Economic Empowerment (CSEE) and Fighting Inequality as Special initiatives (SI).

The Climate Smart Economic Empowerment Special Initiative (CSEE SI) aims at contributing towards sustainable development by addressing interlinked problems to sustainable development, namely food insecurity, climate change and youth unemployment. Since food security and climate change have a direct link to agriculture, a term “climate smart” was adapted from Climate-Smart Agriculture (CSA) to emphasize the need of adapting and adopting practices, technologies and strategies that are responsive to changing climatic conditions amidst quest for development.

By design the CSEE SI seeks to address both short-term and long-term development needs of both communities and rights holders at individual level. The prevailing economic conditions that entrench inequalities and exacerbate poverty levels among rights holders coupled with vulnerabilities and risks caused by changing climatic conditions compromises their ability to live dignified lives; with worst effects being experienced by women and children. Within this context, the CSEE SI programme shall take an integrated approach in addressing short-term development needs so as to facilitate rights holders’ abilities to live decent lives whilst building both their economic and climate resilience for long-term development. While leveraging on the Fighting Inequality SI and GBV Global programme, the CSEE SI shall: 1) build the capacities of communities to demand for resilient infrastructure that is supportive of RHs’ enterprise development needs; 2) work to fight GBV in the wake of high poverty levels and changing climatic conditions; 3) increase economic power among women and youths as both a short- term and long term development measure.

JCP Zambia under the CSEE SI aims to conduct a vulnerability capacity assessment – disaster risk management, which will form the basis for developing community-based disaster risk management plans i.e. Preparedness Plans.

 

2. Scope of the work
Against this background, JCP Zambia is looking for a consultant to conduct the baseline study covering the Climate Smart Economic Empowerment Programme in areas as stated below:
