The Role
The role supports the implementation of our FQIP as the Project aims to:
- Support the MoH towards its strategic goal of developing, piloting, and building evidence for a model rural-health system.
- Co-develop a MOH-led standardized tool and process for rural health facility quality improvement which informs district and provincial planning.
Project Outcomes:
- Existing and emerging standards for Rural Healthcare Facilities (RHF) are collated into a simple tool to support MoH assessments of RHFs.
- Standardised approaches to MOH-led assessments and QI roadmap development, prioritisation and implementation are developed.
- Strengthened relationship, collaboration and communication between district and provincial health offices to drive quality improvement and supervise and train healthcare workers.
- Evidence collected and shared to inform MoH policy and practice.
Flexible Working
OCA works with remote rural communities and staff are required to camp out in these communities when delivering on assignments. Field Staff are expected to work flexibly, including evenings and weekends as may be required by work assignments.
Responsibilities and Tasks
The Project Officer will be responsible for:
- Supporting facility and DHO-led rural health system strengthening initiatives.
- Maintaining and strengthening relationships and engagements with the community where we work, health facilities, and District Health Offices (DHOs).
- Supporting the FQIP Coordinator to Develop activity budgets and submitting relevant requests and retirements to facilitate these activities.
- Coordinating and managing the collection, analysis and interpretation of field data and preparation of reports.
- Supporting the development of and updating quarterly project implementation plans and budgets.
- Delivering project activities in accordance with project implementation plans.
- Coordinating periodic impact assessments and evaluations of our programmatic work.
- Supporting the Programme Coordinator to complete reporting documentation required internally and externally.
- Supporting programme staff to fulfil their role in respect to Monitoring & Evaluation (M&E), particularly in the use of monitoring tools including software for data collection and analysis.
- Supporting the programme teams to conduct assessments of and ensuring that roadmaps and actions are created for every assessment conducted.
- Conducting regular monitoring initiatives and clearly documenting findings.
- Assisting OCA staff and partners in using M&E and research findings to enhance programme outcomes.
- Collecting best practices, and lessons learned from various activities, events and entire project.
- In liaison with stakeholders, developing action points with the facility, community and DHO for training.
- Writing field reports and sharing them with relevant stakeholders for every field activity.
- Monitoring and following up on agreed interventions from assessments.
- Ensuring data quality through proper data entry and regular quality checking and ensuring the data recorded is updated (e.g. M&E Tracker etc.).
- Supporting identification of barriers to implementation and developing strategies for addressing any identified barriers.
- Organising and coordinating training of Neighbourhood Health Committees (NHCs).
Other Duties
- Prepare reports and participate in Community Health (CH) review meetings.
- Respond to requests for information from stakeholders as required.
- Undertake other relevant tasks as reasonably requested by Programme Coordinators.
- Generate and disseminate relevant case studies from our operational areas of successes and lessons from our work.
- Engaging in regular communications and meetings both internal and external of the organisation.
- Ensure timely reporting within internal management structures and providing detailed reports for funders.
- Other duties as assigned by Supervisor.
Qualifications
- Education
- Grade 12 Certificate
- University degree in Development Studies, Public Health or Social Sciences.
- Experience
- Minimum three (3) years of experience with project implementation, monitoring, evaluation and reporting.
- Experience transferring knowledge (either formal training or knowledge management).
- Experience in working with health facilities and community structures such as the Neighbourhood health committee (NHCs) and Community based volunteers (CBVs).
- Knowledge in quality Improvement and quality assurance.
- Oral and written fluency in English.
- Proficiency in Microsoft Office (Word, Teams, Outlook, Excel, PowerPoint).
- Excellent knowledge of various planning tools, including log frames and Gantt charts.

- Ability to work as part of a team and as such will be required to collaborate with staff across the organisation.
- Fluency in Tonga would be an added advantage.
- Willing to frequently travel and camp in the rural communities.
