International NGO working with MOH to provide vision care

FINANCE AND ADMINSTRATION SERVICES PROVIDED BY CONTRACTOR

Major duties and responsibilities:

  • Strategically works with OS volunteers to develop and maintain a positive P&L for vision centers
    • Partners with the Finance Management Team of vision center roll-out locations and OneSight Volunteers and OneSight Staff to train them on OneSight’s cash handling process, opening bank accounts, and developing and managing a profitable P&L
    • Provides follow-up training and audits to ensure compliance to the operations manual
  • Ensures that OSZ is established as a legal entity and abides by all laws and regulations
    • Works with local entity to ensure OSZ is following all guidelines, laws, and practices in compliance with Zambian INGO law, US Law, and OneSight policies and procedures
    • Presents a monthly report to Country Director, Regional Director, and OneSight US Finance Team
  • Ensures that OSZ stays under budget
    • Provides monthly reporting to Country Director and Regional Director with explanation of any variances
    • Demonstrates a strategic ability to forecast to stay under budget
    • Develops and ensure the OSZ entity is abiding under the limits of authority OneSight Policy
  • Is held accountable for following the expense approval policy and ensuring all members of the team do likewise
  • Works with the MoH in creating reports showing vision center P&L’s and is able to strategically coach and develop vision center managers on cost control
    • Presents a monthly report to the Country Director, Regional Director, and OneSight US Finance Team of all vision center P&L’s
  • Upwardly communicates with OS US on monthly budget calls and P&L calls
    • Is able to explain any variance
    • Sends monthly report to OS US Finance Team
  • Oversees any and all financial transactions from OSZ office and is held accountable
    • Documents all financial transactions both paper and electronically
    • Keeps records up to date and organized
  • Oversees any in-country audits as required by Zambia
    • Properly plans and delivers all required audit materials to in-country auditing teams and successfully demonstrates compliance.
  • Ensures all bills owed by OSZ are paid in a timely manner
    • Ensures all financial transactions are paid as per agreements with vendors
    • Ensures all OSZ staff deliver expenses to be approved within a 2 week time period
  • Represents OneSight Zambia In a professional manner
    • Show’s up on time
    • Dress professionally
    • Keeps all information confidential
    • Does not have a conflict of interest impacting duties of OSZ Finance Manager position

Experience and Qualifications

  • Bachelor degree in Accounting, Banking and Finance or Business Administration. An additional Masters of Finance or ACCA/CIMA qualification will be an added advantage.
  • Over 7 years working experience with at least 3 years in a senior Finance and Accounting position.
  • Demonstrated skills in developing, managing and evaluating financial and administrative plans and policies;
  • Experience with project level accounting, management and reporting;
  • Experience working with government and donors;
