Project Overview

The United States Agency for International Development (USAID) has recently awarded the five-year, US$120 million USAID Zambia Integrated HIV and Health Activity (ZIH) to Pact. The project will be led by Pact in partnership with a consortium of partners that includes the Centre for Infectious Disease Research in Zambia, Circle of Hope, Mothers2Mothers, Copper Rose Zambia, Zambia Network of Young People Living with HIV, and Viamo. USAID Zambia Integrated Health will work closely with the Government of the Republic of Zambia to improve the health outcomes of Zambians through provision of equitable access to high-quality, client-centered HIV, HIV/TB, MNCH, FP and reproductive health services and will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central provinces.

Pact Zambia seeks highly qualified, enthusiastic, creative, energetic, and accomplished Zambian nationals to fill the following vacant positions for the ZIHA Project:

1.  Human Resources Director

Job Location:                 Lusaka, Zambia

Position Summary:

The Human Resources Director for Pact Zambia’s ZIHA project, based in Lusaka, holds a vital leadership role in the strategic management and oversight of the People Management function for the USAID Zambia Integrated Health Activity (ZIHA) project. The project aims to improve Zambians’ health outcomes by ensuring equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information, as well as strengthening the integration of these services. Reporting to the Pact Chief of Party – ZIHA project, the HR Director will lead a team of ten (10) HR professionals at the Pact Zambia Country office, supporting employees across three (3) provincial offices in Copperbelt (Ndola), North-Western, and Central. The HR Director will focus on both operational execution and strategic vision for the ZIHA project, aligning HR systems and teams to provide high-quality support to employees at all levels.

As a trusted advisor and thought partner for the Pact Zambia Country Office and ZIHA Project senior leadership team, the HR Director will collaborate with Pact Zambia and ZIHA Senior leadership, Regional teams, and the Global Human Resources team in the Pact Washington D.C. office, as well as other key external stakeholders and entities to align HR strategies, policies, and practices with the ZIHA project’s objectives.

In the role of a strategic business partner, the HR Director will ensure efficient and compliant HR services are delivered to support the ZIHA project. The HR Director will play a critical role in fostering a positive, collaborative work environment, actively contributing to the organization’s overall success by aligning HR strategy with broader business goals.

Minimum Requirements

  • Master’s degree in Human Resources, Business Administration, or related field.
  • Minimum of 11 years of HR experience, with at least 6 years in a leadership role.
  • Comprehensive knowledge of HR principles, practices, and legal requirements.
  • Prior Experience leading a large, dispersed HR team
  • Prior experience leading HR for a project similar in size, scope, and complexity
  • Experience in Health or development sector is a plus
  • Familiarity with USAID-funded projects and PEPFAR programs
  • Proficiency in HRIS systems and Microsoft Office Suite.
  • Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR) is a plus
  • Proven experience in developing and implementing HR strategies and policies
  • Knowledge of Zambia labor laws and regulations

2. Human Resources Manager

Job Location:                 Lusaka, Zambia

Position Summary: 

The Human Resources Manager – Staff Compensation, Staff Benefits Administration, and HRIS reports to the Human Resources Director and is responsible for managing the Pact Zambia Country Office / ZIHA project staff compensation and benefits programs. She/he will ensure that the Pact Zambia Country Office / ZIHA project’s compensation and benefits packages are competitive, cost-effective, and in line with industry standards, while also ensuring compliance with applicable laws and regulations of Zambia. The HR Manager will also be responsible for the administration of Pact Zambia’s Human Resource Information System (HRIS), ensuring that the applicable systems are up-to-date, accurate, and meets the needs of the Pact Zambia Country Office / ZIHA project.

3.   Human Resources Officers (3 positions)

Job Locations:               Northwest, Copperbelt, and Central provinces of Zambia

Position Summary: 

The Human Resources (HR) Officer, based in either the Northwest Province, Copperbelt Province (Ndola), or Central Province, will report directly to the Senior HR Manager in Lusaka and play a crucial role in managing the human resources functions and services for the ZIHA project staff of Pact Zambia within their respective provinces. The HR Officer will be responsible for providing HR administrative support, and ensuring compliance with Pact Zambia Country Office HR policies, local Zambian labor laws, and donor requirements. In addition, the HR Officer will support the Senior HR Manager in various HR functions such as recruitment and selection/talent acquisition, performance management, employee relations, and HR information system and HR recordkeeping for staff based in the provinces.

4.   Human Resources Assistant (3 positions)

Job Locations:               Northwest, Copperbelt, and Central provinces of Zambia

Position Summary:

The Human Resources Assistant reports to the HR Officer and plays a crucial role in providing administrative support to the Human Resources Officer in the assigned province. She/he will actively participate in various HR functions, such as recruitment, onboarding, record-keeping, and employee relations, ensuring the smooth and efficient operation of HR processes within the province. Working closely with the HR Officer and other ZIHA project staff in the province, the HR Assistant will contribute to the effectiveness and efficiency of HR operations under the guidance of the HR officer.

Essential Duties and Responsibilities

  • Support the HR Officer in maintaining 100% accurate and up-to-date employee records, ensuring compliance with relevant regulations and confidentiality requirements in the respective province.
  • Coordinate and schedule interviews for potential candidates, effectively communicating with both the candidates and interviewers to ensure a seamless interview process as guided by the HR Officer. This may include assisting in the recruitment process, including job postings, application screening, interview scheduling, and reference checks.
  • Support onboarding of new employees who will be based in the province by preparing orientation materials, conducting orientation sessions, and ensuring completion of required documentation as directed by the HR Officer.
  • Collaborate with the HR Officer and other ZIHA project staff based in the province to promote effective HR operations within the province, fostering a positive working environment and efficient communication among team members.
  • Assist the HR Office in planning and coordinating employee events, including team-building activities, training sessions, and celebrations, to enhance employee engagement and foster a strong organizational culture in the province.
  • Provide comprehensive HR administrative support, including support managing any province correspondence, preparing HR reports for the province, maintaining HR filing documentation, and HR data entry to contribute to the smooth and efficient functioning of the HR function in the province.

Minimum Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • At least 2 years of relevant work experience in human resources or administration, preferably in an NGO or international development setting.
  • HR certification or professional membership in a relevant HR association.
  • Experience working on a USAID-funded project or other international donor-funded projects.
  • Knowledge of HRIS systems and their implementation in an organizational setting.
  • Excellent verbal and written communication skills in English.
  • Strong organizational and time management skills, with the ability to handle multiple tasks simultaneously.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Ability to work independently and as part of a team.
  • High level of discretion and confidentiality
