Project Overview

USAID-funded Empowered Youth Project I (EYP) will accelerate and sustain HIV epidemic control in Zambia through the delivery of high-impact HIV prevention, care and support services to Vulnerable Children and Adolescents (VCA) and their families. The goal of the project is to mitigate the impact of HIV and improve the health and wellbeing of VCA through the delivery of high-impact, evidence-informed, and age-appropriate interventions customized for each VCA sub-population using a family-centered approach. It also seeks to improve the social and health outcomes of vulnerable households in high HIV burden districts across two provinces of Zambia (Copperbelt and North-Western) in close collaboration with the Government of the Republic of Zambia (GRZ).

Position Summary
The Senior Program Manager will be responsible for all aspects of technical and operational program management of Pact’s role in the USAID Empowered Youth Project I (EYP), to optimize program performance and outcomes. This includes systematic monitoring of program results against targets and work plans, operationalization of program standards, and employing data for decision-making and course correction. S/he will ensure effective coordination with key stakeholders including the lead organization, consortium partners, Zambian government, CBOs, and private sector. The Senior Program Manager will supervise Pact technical staff under the EYP project and will ensure program effectiveness and cost efficiency through appropriate human and financial resource management.

Specific Duties:

  • Provide overall technical and operational leadership for Pact’s activities under EYP, ensuring coordinated programmatic inputs.
  • Ensure compliance with all donor, Pact, and project-specific policies.
  • Facilitate continuous quality assessment and improvement and ensure that program best practices are documented and disseminated throughout the program cycle.
  • Coordinate with key stakeholders, including the lead organization, consortium partners, government, CBOs and private sector.
  • Provide input into all donor reporting requirements on program impact.
  • Coordinate project planning, including the development of annual work plans and budgets; and overseeing the alignment of the budget to expected results.
  • Represent Pact at public events, donor and implementing partners meetings in support of project objectives.
  • Coordinate development, implementation, monitoring and reporting on the work plan
  • Supervise key technical staff directly.
  • Perform other duties as assigned.

Basic Requirements

  • Master’s Degree in Business Administration, Development Studies/Administration, Community Development, Economics or any related field
  • Training and knowledge in community HIV/AIDS prevention and working with orphans and vulnerable children (OVC)
  • A minimum of 5 years of experience in management of a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting;
  • Demonstrated ability to manage a team and effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector;
  • Demonstrated working knowledge of U.S. Government program management rules and regulations; and Ability to communicate (verbally and in writing) technical issues effectively and persuasively.
  • Demonstrated written, presentation, and communication skills in English
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
  • Ability to travel to the field at 25%-30% of LOE
