Department Overview
Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, USAID/Z-CHPP, aimed at reducing new HIV infections by increasing adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions. Pact has an immediate need for highly competent country citizens to fill the following position.
Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future.

The Position

The DREAMS Officers will be directly responsible to and supervised by the DREAMS Manager. The DREAMS Officers will provide support to Z-CHPP sub partners to manage and implement DREAMS activities in the DREAMS Districts. They will work closely with, DATFs and CATFs, and health facilities working in their province and will ensure coordination with other relevant programs and stakeholders at the Community, District levels

Specific Duties:

  • Support sub partners to manage the implementation of DREAMS plans and budgets and ensure alignment with overall DREAMS objectives and operational guidelines.
  • Support sub partners in the day to day management and implementation of the DREAMS interventions and community strengthening activities in the DREAMS Districts.
  • Provide technical support to sub partners.
  • Monitoring DREAMS cross cutting activities e.g. Healthy Homes Parenting Program, Economic Strengthening, Gender, Reproductive health, and HIV.
  • Ensuring that AGYW are accessing biomedical services from the DREAMS centers.
  • Submission of quality project implementation updates for the region
  • Coordination with partners and stakeholders in supporting DREAMS center activities.
  • Support DREAMS sub partners to ensure timely reporting, monitoring and analysis of results against set targets, and use of data to adjust implementation strategies, as necessary.
  • Support sub partners to develop, review and editing of program documents including progress reports, program descriptions, implementation and MERL plans.

Basic Requirements

  • Degree in Gender, Public Health, Social and/or Behavioural Sciences or a related field, with specific emphasis on community-level health promotion and/or education.
  • Training and knowledge in community HIV/AIDS prevention and working with Adolescent Girls and Young Women (AGYW).
  • Experience in gender and gender-based violence programming.
  • Minimum of 5 years’ experience in NGO and HIV environment.

Skills and Abilities:

  • A strong team player with excellent interpersonal skills
  • Ability to work in high profile, fast-paces environment.
  • Ability to communicate (verbally and in writing) technical issues effectively and persuasively.
  • Fluency in the local language and English for day-to-day communication.
  • Ability to use MS Office (Word, Excel, Access, PowerPoint).

Monitoring and Evaluation

  • Provide general and basic M&E mentoring support to sub-partner.
  • Work with Pact M&E team to conduct site-level supportive visits.
  • Support routine data Quality Assessments.
  • Support carrying out of monthly and quarterly data reviews to inform programing.
  • Support sub-partners and stakeholders in routine project implementation monitoring and follow up.

General

  • Perform functions with a view to safeguarding and developing the best interests of Pact.
  • Ensure the accuracy and completeness of reports and partner’s files.
  • Perform other reasonable duties as assigned by the supervisor.
