Purpose of the Position

Contribute to the design, planning, implementation, monitoring and evaluation of activities in Communication, and partnerships for promoting child rights in Zambia and to support the country office to build and/or expand relations with key national structures such as parliamentarians and district authorities as well as key civil society organizations and social networks.

Key End Results

  1. Effective strategic partnerships established with key actors – the Office of the President, First Lady’s Office, parliamentarians, civil society organizations, cooperating partners, FBOs, social networks and key community-based networks — to achieve results for children.
  2. A data-base of key child-rights actors in Zambia, their areas of interventions, contacts, geographic area, area of comparative advantage is maintained.
  3. Mechanisms for involvement of key partners in advocacy and programming for children in Zambia enhanced.
  4. Commitment and capacities of national and community level partners for child rights development strengthened.
  5. Effective coordination and collaboration of UNICEF Zambia partnerships maintained for advocacy, behaviour and social change, and for enhanced programming and leveraging of resources.
  6. Social Mobilization and grassroots driven policy dialogue on child-focused development planning at community level strengthened.

Key Accountabilities and Duties & Tasks

  1. Provide technical assistance to Government and civil society stakeholders at national, decentralised and community levels to promote child rights in Zambia.
  2. Using the UNDAF framework, support UNICEF’s contribution to UNDAF priorities for identified key result areas by leveraging strategic partnerships to achieve results for children.
  3. Develop strategic partnerships with key national and decentralized level players including parliamentarians, national government officials, civil society organisations, faith-based Organisations, community-based organisations and other development partners to achieve country programme goals and for their participation in/and support to implementation of the country programme.
  4. Communicate with local counterparts for achieving results in advocacy, behaviour change and social transformation.
  5. Within already-existing national framework, support capacity-building efforts to strengthen capacity of key child rights-focused partner at all levels of society to ensure better programming and national planning for all children at schools and community levels.
  6. In close collaboration with key UNICEF programme sections and in line with UNDAF priorities, work with strategic partners including parliament, civil society and FBOs for child rights promotion in Zambia in increasing child participation of children in national decision-making.
  7. Analyse and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet project and programme objectives.
  8. Coordinate all activities regarding strategic partnerships within UNICEF Office in Zambia.
  9. Manage an up-to-date and easy to access database on knowledge and information of the country office partnership framework with government, development partners, civil society and donors, including lessons learnt, best practices, reporting, and information management.
  10. Develop processes, tools and job aids that enhance effective use of experience and translate best practices in easy to use and access mechanisms for general use within the office and with partners in relation to partnerships with UNICEF.

Qualifications of Successful Candidate

  • University degree in the social/behavioural sciences (communication, marketing, social psychology), international relations or in a related technical field. Knowledge in HRBA, Results-based management, Child Rights, gender issues, child participation and strategic partnerships etc.
  • Two years practical professional work experience in programme design, management, implementation, monitoring and evaluation related to networking and partnerships for child rights.
  • Relevant work experience related to advocacy, marketing and public relations in Zambia, including proven experience of working with government and civil society groups.
  • Field work experience.
  • Background/familiarity with Marketing is an asset.
  • Fluency in English, and the local working language of the duty station.
