Note:
For Items (i) of Lot – This shall be 100% contracts meaning that bidders’ bid should be inclusive of labour, materials, transportation materials, pit excavation etc. In short Plan International Zambia wants delivery of a fully constructed ablution block and VIPs over to Plan International Zambia.

For Item (ii) of Lot – Bidder must conduct a site visit and provide proof by completing the form under Appendix IV and sent as part of the bid.

Bidders must confirm their participation during the site visit prior to the Site visit dates Site visit(s) will only be done on the dates indicated above.

2 You have been invited to bid for the construction works. Successful bidders will be required to engage unskilled labour from the local community to be supervised by Plan International and the Ministry of General Education in the area of operation unless otherwise.

Your quotation should be accompanied with the following

2. SITE VISIT CERTIFICATE – This is very important and non-provision of the same shall render the whole Lot tendered for as non-responsive.

Plan International Zambia reserves the right to:

  • Request additional supporting or supplementary data (from the Bidder).
  • Accept any bids in whole or in part
  • To accept or reject any Bid, and to cancel the bidding process and reject all bids, at any time prior to the award of Contract, without thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the affected Bidder or bidders of the grounds for Plan International Zambia’s action.
  • Negotiate with the most favorable Bidders.
  • Award contracts to more than one Bidder for portions of the statement of work defined herein.

3. EVALUATION PROCESS

The evaluation process shall be done in accordance with

a) The requirements provided in this document above
b) Assessments of Bid Bids determined to be substantially responsive will be checked by the Plan International Zambia for any arithmetic errors. Errors will be assessed by the Plan International Zambia as follows:
• here there is a discrepancy between the amounts in figures and in words, the amount in words will govern; and
• where there is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern, unless in the opinion of Plan International Zambia there is an obviously gross misplacement of the decimal point in the unit rate, in which case the line item total as quoted will govern.
c) The amount stated in the Bid will be adjusted by Plan International Zambia in accordance with the above procedure for the assessment of errors and, with the concurrence of the Bidder, shall be considered as binding upon the Bidder.

d) Bidders must pass Plan International Zambia’s internal supplier evaluation.

4 BIDDERS GENERAL INFORMATION

The Bidder shall bear all costs associated with the preparation including site visit and submission of his Bid, and that Plan International Zambia will in no case be responsible or liable for those costs.

a) PAYMENT TERMS
Plan International Zambia shall pay the contractor;

45% of the contract value upon commencement of the contractual agreement signed off by both parties.

45% of the contract value upon satisfactorily executed, completed works and certified by the Plan International Zambia Authorized Representative and Ministry of General Education Representative.

10% of the total contract value (based on the above payment stages) shall be withheld as retention fee for a period of 90 days from date of satisfactory completion of the construction works.
b). DEFECT LIABILITY PERIOD.
The Defects Liability Period is 90 days, however any damage to the works caused thereby arising from faulty materials or workmanship occurring within the agreed Defects, Liability Period (whichever period is the greater) shall be made well by the Contractor at his own cost.

A retention fee of 10% of the contract value shall be allowed for the Defect Liability Period.

c) LIQUIDATED DAMAGES.
The contractor is to pay liquidated damages to Plan International Zambia at the rate of ZMW500.00 per calendar day for each day past the completion date of the works.

6 SUBMISSION OF BIDS

Bid Validity – 120 days.

Number of copies to be submitted = 3 No.

Clearly marked as follows “One as Original” and “two as Copies”. The bids must be put in a sealed envelope clearly marked e.g. TENDER FOR THE CONSTRUCTION OF 3 ABLUTION BLOCK FOR GIRLS AND BOYS 7 DOUBLE VIPS WITH WASH ROOMS AND 25 DOUBLE VIPS

If the envelope is not sealed and marked as above, Plan International Zambia will assume no responsibility for the misplacement or premature opening of the Bid. Bidder’s address must be clearly indicated on the other side of the envelope for easy of identification, to enable the Bid to be returned unopened in case it is declared late.

Prior to depositing of the bid in the Tender Box, the bid must be recorded in the Tender Deposit Register to be found at the Reception.

Some indications about the design:
• Depending on the shapes of bricks available locally, thickness of walls can be 120 to 200 mm
• Smooth finish plastering in the cabin: for internal walls – 100 cm height + cabin floor ensuring that the slopes allow for flowing of water towards the drop-hole
• The Hand Washing Station is equipped with one tap for individual hand washing + a distribution ramp allowing 15 children to wash their hands simultaneously (long PE pipe with small holes every 40 cm; see pictures below, source = Fit for School)

If the contractor shall find any discrepancy in or divergence between the scopes of works or BOQ, including a divergence between parts of any one of them, the contractor shall inform Plan International Zambia.
The following should be done to the completed works;
I. Painting of interior walls and Pain exterior walls.
II. And fitting of all fixtures.
Note:
The Unit Price MUST be inclusive of all the costs associated with the construction of the ablution blocks, VIPs with washrooms/VIPs only (without washrooms), transportation cost, labor, pit excavations, materials e.t.c.

In case of a discrepancy between the Unit and the Total price, the Unit Price shall prevail.

All the above prices shall be quoted without VAT since Plan is exempted from paying such.
