PROVISION OF STAFF MEDICAL INSURANCE SERVICE AND INSURANCE BROKERAGE SERVICE

Background

Right to Care Zambia (RTCZ) is a fully registered Zambian not-for-profit organisation with strong professional leadership and a good working relationship with the Ministry of Health (MoH), medical and public health schools, and the research community. RTCZ was incorporated in 2016. Since then, RTCZ has become a local NGO, led by a predominantly Zambian team. The RTCZ research department has been successful in acquiring further projects supported by USAID – Zambia, NIH, Bill and Melinda Gates Foundation, and Grand Challenges Canada. RTCZ is headquartered in Lusaka and has supported projects in Northern, Muchinga, Luapula, Eastern, and Southern Provinces.

Purpose and Objective

RTCZ wishes to engage an Insurance Broker to facilitate the provision of comprehensive medical insurance cover for an initial 40 lives (numbers may increase):

  • 19 Principal Members
  • 10 Adult Dependents
  • 11 Child Dependents

Insurance cover will run for a period of One (1) year starting 1st January 2023 to 31st December 2023, with a possibility for renewal dependent on availability of funds and scheme performance. Qualified Insurance Brokers are invited to submit proposals to facilitate the provision of comprehensive medical insurance cover for RTCZ employees as outlined below.

Scope of Work

The scope of work for the Insurance Broker will include but will not be limited to:

  1. Brokerage of negotiations and communication with insurance provider.
  2. Facilitate provision of comprehensive medical insurance cover with the following specifications.
    • Option of three or more plans.
    • Presence of provider network in Northern, Luapula and Muchinga Provinces.
    • To include mental health benefit.
    • To include evacuation and ambulance service.
    • To include chronic disease management
    • To include after life benefits
    • To include 24/7 helpline facilities for registered members.
  • To include monthly payment plan.
  • To include inpatient and outpatient benefit
  1. Ensure insurance scheme documentation is up to date and send renewal notifications on time.
  2. Facilitate periodic member education and sensitization.
  3. Ensure availability of membership cards.
  4. Maintain up to date records of new employees joining/leaving the scheme in consultation with Human Resources Manager.
  5. Timely preparation and submission of quarterly benefits, utilization statements.
  6. Assist in the interpretation of reports and highlight areas of concern.
  7. Notify RTCZ when a member reaches 80% utilization of the benefits assured.
  8. Provision of Monthly/Quarterly/Annual Reports on the utilization of services including expenditure reports for Inpatient and Outpatient claims as well as any other reports that may be required by Client from time to time.

Submission Requirements

Qualified Insurance Brokers are required to demonstrate capabilities and technical experience by providing the following information:

  • A signed proposal cover letter
  • Technical proposal of the products or services that meets the technical requirements as per SOW above. Offerors may include up to three options.
  • Documented evidence of insurance companies the broker promotes (if applicable)
  • Demonstration of how you meet or exceed each of the qualification requirements.
  • Evidence of Past Performance (References with contact details).
  • Documentation to verify licensure (e.g., tax id, registration certificate, etc.)

Only offerors meeting the strict criteria outlined above will be shortlisted and contacted. Shortlisted offerors will be invited to make a presentation on their proposal within 7 days of the closing date for submission of proposals.
