END-LINE EVALUATION CONSULTANCY LETS GROW OUR WEALTH PROJECT: Bid code: – ResZam/LGOW/05/2019

1.   BACKGROUND TO THE EVALUATION

Restless Development is a global agency powered by young people that supports young people to demand and deliver a just and sustainable world for all. The agency is run as strategic hubs in ten countries across Africa, Asia and in the UK and USA, with a wider network of partners across the World. The agency strives to ensure that young people have a voice, a living, sexual rights, and are leaders in preventing and solving the World’s challenges. Restless Development has been working with young people since 1985 and its work is led by thousands of young people every year. The agency listens to young people as well as involves them in leading its work and delivering lasting change in their communities and countries.

With financial support from Financial Sector Deepening Zambia, Restless Development Zambia implemented the Let’s Grow Our Wealth Project locally referred to as Tusunge Lubono/Kuhulisa Sifumu that essentially sought to provide financial education to young people from an early age within the school system to ensure that they are equipped with the knowledge and skills that they need to make prudent financial decisions throughout their lives. The project also focuses on reaching young people who are either not in the education system or are unlikely to continue in the education system beyond the age of 12. Typically, these young people are engaged in domestic or small scale commercial activities in the informal economy. They have relatively low levels of financial literacy, limited access to and understanding of financial services available and typically see these services as not being suitable for or targeted at them. The project further focused on reaching vulnerable young women (aged between 16 and 30) who are no longer in school, and who are less likely to be engaging in income-generating activities and are further excluded from financial services.

It was anticipated that at the close of the project, 19,400 young people would have improved their financial literacy, financial habits and ability to make informed decisions about accessing financial services and that 2,760 young people would have gained access to appropriate and relevant financial services.

2.   PURPOSE OF THE EVALUATION

Restless Development Zambia is commissioning an endline evaluation of the Let’s Grow Our Wealth Project to assess the market system changes triggered by the intervention, strengths, and challenges.

Based on the findings and conclusions from the assessment of the project’s achievements, the evaluation is expected to provide stories of change justifying the reported wellbeing of in-school youth, out of school youth and vulnerable young women as per impact indicator, lessons learned  and recommendations from the implementation of the programme‘s activities as well as the outcomes achieved, which will be useful to improve the design and delivery of similar future Restless Development programmes.

In addition, the evaluation will serve for accountability purposes including the Project funder, other agencies within the consortium, Project participants, and the placements in which the Project was delivered.

3.   SCOPE OF THE EVALUATION

The evaluation is expected to cover all the programme activities delivered in Kabwe, Mongu and Kasama Districts, between January 2017 and December 2018, in the context of the project objectives as highlighted in the terms of reference.

4. HOW TO APPLY

Interested candidates should send an expression of interest requesting for the endline Terms of Reference from [email protected] and thereafter submit separate bids clearly coded  ResZam/LGOW/05/2019 in the form of a technical proposal with detailed methodology, proposed work plan and references of previous work together with a detailed budget addressed to the Procurement Committee, 6 Gwembe Street, Highridge, Kabwe, Zambia in an envelope clearly marked or emailed to [email protected] on or before 27th February 2019.

Shortlisted applicants will be invited to an interview.
