Purpose of the Consultancy

Restless Development in partnership with Project Concern Zambia is implementing the Chimwemwe Teens Project in Kapiri Mposhi District. The project is working at ensuring adolescent girls and young women are supported to lead change in their communities and in holding community service providers to account. This is done through the assessment of the quality, quantity, relevance and accessibility of the services. The project further aims to improve resilience and health outcomes among vulnerable adolescents. The project is using a peer to peer and community-led approach to reach out to in and out of school youth as well as support capacity building of key stakeholders and service providers.

It is against this background that Restless Development Zambia through this project, seeks the services of a consultant to undertake assessment of the adolescent girls and young women’s sexual reproductive health needs. Specifically, the assessment will look at 1) the status of sexual reproductive health services available for adolescent girls and young women aged between the age of 10 to 24 who are; HIV positive, involved in commercial sex work or at risk of starting, orphaned, in the care of guardians or disabled 2) Identifying the existing economic strengthening activities for older adolescents. The findings from this assessment will be dedicated towards developing   comprehensive status reports. The comprehensive status reports, is intended to be shared with service providers and case workers for purposes of improving Sexual and Reproductive Health (SRH)service delivery to adolescents and young people.  Through this assignment, students should assess and identify issues of accessibility, quantity, relevance and quality of economic strengthening activities and SRH services being provided for adolescents; young people’s SRHR needs; gender expectations and attitudes in the community regarding adolescent girls and young women’s needs.

DELIVERABLES
The consultant will meet the following deliverables in line with the agreed timetable (to be confirmed at the start of the consultancy):

Deliverable 1: Comprehensive Status Report on the status of sexual reproductive health services available for adolescent girls and young women aged between the age of 10 to 24 who are; HIV positive, involved in commercial sex work or at risk of starting, orphaned, in the care of guardians or living with disability.

Deliverable 2) Comprehensive Status Report on the existing economic strengthening activities for older adolescents.

Deliverable 3) A framework supporting the linking of older adolescent girls and young women falling in the categories described in deliverable 2 to the economic strengthening activities identified

➔     Submission of all data and final report to Restless Development before contract end-date.

➔     A PowerPoint presentation should be made available to Restless Development explaining the highlights of the assessment findings, one that can be shared internally and externally.

CONSULTANT REQUIREMENTS
The Consultant must be able to demonstrate the following experience and expertise:

–          Proven work experience in the use of participatory data gathering methods;

–          Demonstrated experience assessing and analyzing complex situations in order to briefly and clearly explain critical issues;

–          Experience in delivering with flexibility quality products in high stress and short deadline situations

–          Proven understanding of the health sector is an asset

Qualifications

➔     A university degree at postgraduate level in the Gender, development studies or other relevant field of study.

Preferred Experience

➔     Experience working with different organizations including youth organizations, NGOs, UN agencies and government bodies in a similar assignment or tasks.

➔     Demonstrated experience in consultations on gender programming, development of gender and Sexual and reproductive health curriculums and materials

➔     Experience of collecting and analyzing data (For example; surveys, focus groups)

➔     Must have extensive knowledge/experience in Sexual Reproductive Health programming and current trends globally and locally (Zambian Context) Experience in leading multi-disciplinary teams to deliver quality products in high stress and short deadline situations;

Skills / Technical Knowledge: 

➔     Excellent written and presentation skills (English)

➔     Excellent analytical and report writing skills;

➔     Strong communication skills

➔     Must be a self-starter and be able to work independently with excellent demonstrated teamwork, coordination and facilitation skills;

➔     Ability to work in a multicultural team environment and to deliver under pressure/meet deadlines

➔     Ability to network with partners on various levels

➔     Comfortable with the necessary computer skills.

Language requirements: 

➔     Expert knowledge of English

ASSIGNMENT LOCATION

Kapiri District, Central Province of Zambia: Depending on the Covid situation, He/She is expected to meet physically with staff, adolescent agents of change, community youths particularly adolescent girls and young women in Mutaba and Matilyo communities, clinic staff.

BUDGET AND PAYMENT SCHEDULE

Restless Development will make available a maximum budget of K150,000 tax inclusive to the successful consultant for the successful completion of the deliverables outlined.

The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this Terms of Reference and approved by Restless Development before work commences.

The consultant will issue an invoice to Restless Development in line with the following payment schedule, following delivery of the outputs to Restless Development’s expected level of quality:

➔       50% of total budget at the start of consultancy

➔       Balance payment following completion of and approval by Restless Development, of all agreed deliverables.

EXPRESSION OF INTEREST SUBMISSION
Consultants meeting the above criteria are invited to submit an Expression of Interest (EOI) by email to Restless Development via the email:  [email protected] with the subject line “EOI for Restless Development Zambia Chimwemwe Teens Project Needs Assessment.” by 5th June, 2022.

The main body of the EOI should be a maximum of four pages and should include the following:

1.             A (4-page max) cover letter including:

•       Demonstrating an understanding of the requirements of the TORs;

•       Proposed approach to reach the objectives of these TORs

•       Financial Proposal for completing this work

•       Any recommendations or modifications related to the TORs

•       Qualifications and demonstrated experience in conducting Needs assessment designs

•       Proposed schedule of availability.

•       Consultant’s daytime phone numbers and email contacts.

2.             A (3-page max) CV of the Consultant, outlining previous experience and accomplishments as it relates to the skills and knowledge needed to fulfill the requirements of the TOR

List of three referees who can attest to Consultant’s experience and expertise as it relates to this Organization and TOR.
