Terms of Reference for a School Feeding Consultancy

Scope of the Assignment
In partnership with the Save the Children (SC) team, the School Feeding Consultant will be responsible for conducting capture work and leading technical design of school feeding programs in Zambia. The School Feeding Consultant is expected to serve as the primary source of information and coordination with the Ministry of Education and other relevant Zambian Government ministries and agencies to articulate key program details and priorities, especially related to key gaps in the geography, schools, and the evidence base for programming. Work directly with the SC team to comply with the requirements to ensure the final design exceeds the requirements of the donor, aligns with the Government of Zambia priorities and requirements, and is able to successfully deliver school feeding programs in Zambia.
Specific activities of the consultancy
I. Meet with Key Ministry of Education officials and other relevant Public Sector Actors in Zambia to gather school feeding programming requirements.
II. Provide and develop relevant background information regarding school feeding priorities in Zambia, detailing the gaps, and areas that need further attention.
III. Develop key school feeding geographic priorities based on the current Home-Grown School Meals (HGSM) Ministry of Education programme, and current gaps, needs and areas of integration
IV. Closely review solicitation and other sources of relevant background information.
V. Attend team meetings, design sessions, and smaller check-ins with team members as necessary.
VI. Work with a variety of SC Technical Advisors and Contributors to refine Project interventions and background understanding.
VII. Gather information from the sampled schools and communities to inform the priorities for school feeding
