TERMS OF REFERENCE (TORs) FOR CONSULTANCY SERVICES TO ALIGN SCOPE ZAMBIA’S PERMACULTURE TRAINING MATERIALS TO TEVETA REQUIREMENTS.
SCOPE Zambia is a registered Non- non-profit organization with experience in project implementation for almost 10 years. Our work’s beneficiaries are children, youth and women. With a focus on climate change mitigation and adaptation techniques in agriculture. We have a nationwide presence and 17 member organizations that we oversee. Through an integrated approach, Scope Zambia has successfully implemented community-driven initiatives that enhance food security, promote sustainable farming, and mitigate the adverse effects of climate change. Among SCOPE’s notable achievements is the establishment of multiple food forests, the promotion of climate-smart agricultural practices, and extensive capacity-building programs for schools and communities.
SCOPE Zambia now seeks to integrate Permaculture (Agroecology) into the TEVETA curriculum and provide certified training for the permaculture course. To achieve this, the organization needs consultancy services to align its instructional materials into formats or modules that are acceptable to TEVETA. The primary goal of this consultancy is to ensure that SCOPE Zambia’s training materials are structured according to TEVETA’s framework, focusing on Level III and Level II training programs as well as course accreditation to TEVETA.
Scope of Work: The consultant will be expected to:
- Review Existing Training Materials (i.e., SCOPE (Z) and partners’ material.)
- Develop and align training modules with TEVETA requirements.
- Structure training content to match TEVETA’s credit system and competency-based education framework.
- Develop a grading criteria and or credit scoring system
- Develop a modular format that complies with TEVETA’s Level III and Level II standards.
- Define Course Duration & Credits:
- Establish the duration and credit allocations per module based on TEVETA guidelines.
- Ensure that each module is structured in a way that meets the minimum hours and credit requirements.
- Develop Certification Criteria.
- Outline assessment methods and criteria for awarding Permaculture certificates.
- Define qualifications required for trainers based on TEVETA’s certification framework.
- Facilitate Accreditation Process.
- Guide the formal application and accreditation process with TEVETA.
- Capacity Building & Training of Trainers (ToT):
- Conduct a training session for SCOPE Zambia trainers on the TEVETA-aligned curriculum.
- Equip trainers with knowledge of competency-based training and assessment methodologies.
Duration of Consultancy
The consultancy is expected to be completed within three months, including reviews, module restructuring, accreditation, and training sessions.
Reporting & Supervision
The consultant will report to the project officer.
Eligibility Criteria
To be considered for this consultancy, applicants must meet the following minimum qualifications:
- Proven experience in aligning training materials to TEVETA frameworks.
- Familiarity with competency-based training and assessment methodologies.
- Strong understanding of the TEVETA certification framework and modular training formats.
- Demonstrated ability to produce structured learning materials and assessment tools.
- Evidence of past similar assignments must be provided.

- Proposed payment schedule linked to deliverables
