Terms of Reference for the Family Strengthening Program Review

1. About SOS Children’s Villages

SOS Children’s Villages is a global federation of 118 national SOS Children’s Villages associations, working in more than 2000 programme locations worldwide. The organisation works together with a single vision that every child belongs to a family and grows with love, respect and security.

In Zambia, SOS Children’s Villages operates in four locations; Lusaka since 1999, Kitwe since 2004, Livingstone since 2008 and Chipata since 2012. The two core programmes of Family Strengthening and Alternative Care reach out to children who are at risk and those who have lost parental care.

The Family Strengthening is a community outreach programme which conducts programmes that strengthen communities as safety nets for children at risk of losing parental care, while at the same time strengthening capacities of caregivers in order for them to provide care and protection to children in the target group. Since inception, the Family Strengthening has worked in 3 – 5 year frameworks.

In order to promote efficiency and sustainability, SOS Children’s Villages Zambia works with key partners who include the government, which is represented by the Departments of Social Services and Community Development. Through this partnership, community leaders are identified to play the key role of linking the organisation to the beneficiaries. Therefore, Community Based Organizations, whose capacities are strengthened, become key implementing partners on behalf of the organisation. Apart from conducting main Family Strengthening programmes, the organisation has extended its reach through Institutional Partnership programmes in key areas of strengthening systems and extension of services in the communities. The projects were implemented in partnership with the Family Strengthening.

SOS Children’s Villages wishes to conduct a review of the Family Strengthening programmes in all four locations. The programme review will be used to inform programme development and ensure alignment to the outcomes in the Results Framework.

2. Description of programme location and context

The programme review will be conducted in all four locations in catchment areas where the Family Strengthening had implemented and is still implementing programmes. This will include catchment areas that have already been exited, those that are about to be exited and new sites.

In view of this, the programme review will be conducted in catchment areas of 2016 to 2019 in Livingstone, Kitwe and Lusaka and catchment areas in Chipata, where programmes were implemented since 2012 and new catchment areas.

The specific catchment areas are outlined below:

(a) Communities that have been exited where it will be expected that a phase out and a post phase out review be conducted in order to determine impact of the programmes

  • Lusaka: Chazanga, Mandevu, Chipata, Gardern, Independence, Chaisa, Chingwere, Kabanana, Lilanda
  • Kitwe: Mulenga, Malembeka, Luangwa, Zamtan, Misaka
  • Livingstone: Libuyu, Ngwenya, Malota, Zecco
  • Chipata: Nabvutika compound
  • Under the Institutional Partnership Developments, the following projects will be reviewed:

o Systems for Better Health which was implemented in Livingstone and Kitwe
o CHAZ: HIV/AIDS project in Kitwe
o Disability inclusion- a European Union project implemented in Chipata and Chadiza
o HSBC project for youth empowerment implemented in Chipata and Katete

(b) Communities that are about to be exited

  • Mchini and Magazine under the Family Strengthening in Chipata
  • The Disability inclusion under the European Union in Chipata and Chadiza

(c) Current and new project areas

  • Institutional Partnership Development projects

o Green project being implemented in Kazungula District in Mabwa area
o ReClaim project being implemented in Livingstone and Chipata

  • Family Strengthening communities

o Lusaka

  • Mumbwa: Nangoma, Nakasaka, Musandila
  • Chongwe: Palabana
  • Chibombo: Mwachisompola

o Kitwe

  • Ndola: Chipulukusu
  • Masaiti: Nkwazi, Shimbanga, Kaloko, Mackenzi

o Livingstone

  • Choma: Mwapona, Zambia
  • Kazungula: Mabwa in Chief Nyawa
  • Livingstone: Linda and Nakatindi

o Chipata

  • Chadiza
  • Katete

Therefore, the review will factor in various time frames to cover phase outs, post phase outs and current and ongoing projects.

3. Rationale and overall objective of the evaluation

The review will be conducted with an overall objective of informing Family Strengthening and other projects on impact. The specific objectives will be:

(a) Relevance of the programme to the catchment areas
(b) Effectiveness of programmes
(c) Impact in past catchment areas

4. Purpose and Objectives

a. Objectives of the review

i. Overall objective

The review will be conducted in all four programme locations with, including partnership projects with the overall objective of assessing impact of the impact of the programmes.

ii. Specific objectives

The specific objectives will be

(a) To assess the relevance and effectiveness of the implemented activities
(b) The impact of the programme in the areas where the organisation has exited
(c) To analyze the sustainability of the programme after the organisation exited the communities

iii. Scope

The scope of the review will be to assess the following:

1. Impact of the recently phased out programme sites in Lusaka, Livingstone, Kitwe and Chipata
2. Post impact of the phased out programme areas
3. Programme implementation of the current programme sites

The review will cover a period from 2012-2020 and will cover the following catchments:

a) Communities that have been exited where it will be expected that a phase out and a post phase out review be conducted in order to determine impact of the programmes

  • Capacity of Community Based Organizations to sustainably support beneficiaries that have been exited from in the phase out
  • Child Protection structures in the exited communities
  • Capacity of caregivers who have been exited from the FS programme to provide care ad protection to children who had been identified as the target group
  • Economic empowerment activities: Income Generating Activities,
  • Quality of parenting
  • Food security
  • Household income for caregivers under the FS
  • Youth empowerment and employability programmes
  • Education and health services
  • Psychosocial support services
  • Exit strategies
  • Community capacity to implement child protection programmes
  • Gender and disability inclusion
  • Institutional partnership grants, implementation capacity and impact

b. Work plan and expected deliverables

The review will be carried out in 3 stages. All steps that lead to deliverables are marked in bold.

Stage 1: Prepare

  • Undertake all required preparations for the field evaluation: propose detailed methodology, conduct desk research, identify key informants, plan data collection process, organisation & logistics, and prepare field visit schedule. Submit and secure approval for the refined review design and methodology in an inception report: document (i) proposed methodological set-up, (ii) locally adapted and proposed data collection tools. Preparation of checklists, participant lists and other management/Organisational information for data collection.

Stage 2: Conduct

  • Facilitate learning during the data collection exercise.
  • Collection of data as per the agreed methodology and tools.
  • Analysis of the data.

Stage 3: Submit findings

  • Preparation of a draft report in English
  • Presentation of the findings to the programme staff / national office staff / international team (face-to-face).
  • After having received feedback from the various stakeholders – finalize the report and submit it in English [and other language if needed].

Deliverables:

1. Refinement of review study design and methodology in an inception report
2. First draft of the final report in English
3. Presentation of preliminary results to SOS Children’s Villages Zambia and International (face-to-face)
4. Final report

Report criteria

The review will result in the concise [programme] review report, in English with a maximum length of 105 pages including an Executive Summary. All confidential information should be kept in a separate annex to protect participants. The final report should be provided electronically and in hard copy.

The report format below must be strictly adhered to:

a) Cover page

  • Title of review report
  • Country, programme, date of evaluation
  • Name of consultant

b) Executive summary (maximum 2 pages; cross-reference pages or paragraphs in the main body)

  • Evaluated action
  • Purpose and methodology (incl. limitations and challenges)
  • Main conclusions, recommendations, and lessons learned

c) Main body

  • The structure of the main body is determined by the desired results (See 2.3)
  • For each key conclusion, there should be a corresponding recommendation that is realistic, pragmatic, and operational

d) Annexes

  • Terms of Reference
  • List of persons interviewed and sites visited
  • Map of areas covered by the programme

5. Qualification of the researcher / research team

The researcher / team of researchers must have:

a) proven competency (record of previous experiences) in project/programme evaluations, including end evaluations
b) a good understanding of development work in Zambia
c) a good understanding of child rights and issues affecting vulnerable children and their families
d) good facilitation, organizational and interpersonal skills
e) proven experience in participatory processes and data collection methods (including age appropriate data collection methods)
f) strong analytical and conceptual skills
g) excellent written communication skills

Logistical arrangements

When at the programme location, accommodation and transport to the field will be organized by the member association, including the full coverage of costs during the entire stay of the researcher(s) (not to be included into price proposal).

National or location level staff (SOS) will be available to help organize the interviews including contacting SOS, announcement and local preparation of evaluation, linking to community duty bearers and national authorities if required.

6. Budget Estimate

The consultant will develop a detailed budget and work plan based on the details in the TOR.

7. Quotation Requirements

The consultant is expected to submit technical and financial proposals, separately comprising the following components:

a) The consultants understanding of the Terms of Reference
b) A clear and elaborate work plan
c) Proposed evaluation budget that include the schedule of payments
d) Organizational capacity statement, experience and activities related to Project Evaluations.
e) Curriculum Vitae for all the consultants and proposed capacity of any complementary staff (CVs submitted should be of staff that will be on this assignment)
f) Names, addresses, telephone numbers of three organizations that will act as professional referees
g) Copies of relevant work undertaken (to be returned after evaluation of bids).
h) Full names, telephone numbers, e-mail address, physical address and contact person of the consultant

The titles of submitted documents should clearly state “Technical proposal for “Family Strengthening Review “in Zambia; Lusaka, Kitwe, Livingstone and Chipata. Please make sure that the technical and financial proposals are handed in separately (financial proposal to be sealed in a closed envelope or a separate PDF file in case of electronic submission. During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after review of the technical proposal, will be opened in a second step.

Deadline for submission

The proposal has to be received by Wednesday 13th January 2020. Proposals received after the deadline will not be considered.

Modification and withdrawal of bids

Proposals may be withdrawn on written request prior to the closing date of this invitation. Any corrections or changes must be received prior to the closing date. Changes must be clearly stated in comparison with the original proposal. Failure to do so will be at bidder’s own risk and disadvantage.

Signing of the contract

SOS Children’s Villages Zambia will inform the successful bidder electronically and will send the contract form within 3 weeks after closure of the bid submission deadline. The successful bidder shall sign and date the contract, and return it to SOS Children’s Villages Zambia, within seven calendar days of receipt of the contract. After the contract is signed by two parties, the successful bidder shall deliver the services in accordance with the delivery schedule outlined in the bid.

Rights of SOS Children’s Villages

  • contact any or all references supplied by the bidder(s);
  • request additional supporting or supplementary data (from the bidder(s));
  • arrange interviews with the bidder(s);
  • reject any or all proposals submitted;
  • accept any proposals in whole or in part;
  • negotiate with the service provider(s) who has/have attained the best rating/ranking, i.e. the one(s) providing the overall best value proposal(s);
  • contract any number of candidates as required to achieve the overall review objectives

Review of proposals

After the opening, each proposal will be assessed first on its technical quality and compliance and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be considered for approval. The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Bidders may additionally be requested to provide additional information (virtual presentation or phone interview) to SOS Children’s Villages on the proposed services.

The criteria for selection are:

Method: The proposed method for evaluating the programme is suitable

Timetable/work plan: The timetable/work plan is realistic and meets the needs of the programme
Cost: The cost of the proposal is reasonable and feasible, given the other aspects of the proposal
Experience: The training and experience of the consultants in evaluations and recommendations from organizations for which the consultant(s) has previously worked
