Consultancy to Develop Inclusive Education Teacher, Leadership, and Safeguarding Training Materials
Scope of Work
1. Background
The Scottish-Government Realising Inclusive and Safe Education (RISE) Programme, implemented by School-to-School Zambia in collaboration with the Ministry of Education, aims to promote equitable access to quality, inclusive education for children with disabilities in Zambia. Central to the RISE project is the integration of children with mild to moderate disabilities into mainstream classrooms. To achieve this, the RISE project will be focusing on building the capacity of teachers, school leaders, and Ministry of Education stakeholders by providing comprehensive training in inclusive education pedagogy, leadership, and safeguarding practices.
2. Objective
The objective of this consultancy is to develop high-quality, contextually relevant training materials to enhance the capacity of teachers and school leaders, and education stakeholders in delivering inclusive education and ensuring the safety and well-being of learners with disabilities.
3. Scope of Work
The consultant will be responsible for:
a. Needs Assessment:
i. Conducting a desk review of existing inclusive education, leadership, and safeguarding materials and frameworks.
ii. Meet with the MOE to understand the scope and requirements for the trainings
b. Development of Training Materials:
Designing comprehensive, user-friendly training modules for teachers, school leaders, and safeguarding focal points, covering the following areas:
i. 5-day training package on inclusive education practices and strategies for teaching learners with disabilities in mainstream classrooms, addressing stigma, and how to screen learners for disabilities, and the intersection of gender and disability
ii. 2-day training package on leadership in inclusive schools, focusing on head teachers can create supportive and collaborative environments, increase enrollments of learners with disabilities and monitor their school’s progress an allocation of resources, the policy and legal frameworks on Inclusive Education to promote compliance and advocate for necessary changes in schools
iii. 2-day training package on how guidance and counselling teachers can improve the safeguarding policies and procedures at their schools, specifically to protect and support learners with disabilities
c. Ensuring alignment with national policies, international best practices, and RISE Programme objectives.
d. Including interactive activities to enhance participant engagement and application of concepts.
3. Review and Validation:
a. Facilitating validation workshops with key stakeholders to ensure materials are relevant, accurate, and fit for purpose.
b. Incorporating feedback from stakeholders into the final version of the training materials.
4. Deliverables
The consultant will deliver the following:
a. A brief needs assessment report summarizing findings from the desk review.
Training modules and materials on:
b. 5-day training package on inclusive education pedagogy for teachers.
c. 2-day training package on leadership for inclusive schools.
d. 2-day training package on safeguarding practices and policies.
e. Facilitator’s guides for each module.
f. Participant materials with practical activities.
5. Duration
The consultancy is expected to take place over a period of 8 weeks, starting 30th January 2025 and concluding by 31st March 2025.
6. Qualifications
The ideal consultant/team will have:
a. Advanced degree in education, inclusive education, social sciences, or a related field.
b. Proven experience in developing training materials for education professionals, particularly on inclusive education and safeguarding.
c. Strong understanding of the Zambian education system and inclusive education policies.
d. Excellent written and verbal communication skills.
